The Executive/Senior - Design /Technical Engineer will manage and coordinate civil and structural design activities from the main contractor’s perspective particularly for Design and Build projects. The role is responsible for ensuring that designs are safe, compliant, buildable, cost-effective, and aligned with the construction methodology and project programme.
Key Responsibilities
Manage the design-development process from concept and tender design through detailed design, authority approval, construction, and as-built completion.
Coordinate with external Qualified Persons (QPs), consultants, Accredited Checkers, specialist designers, subcontractors, and authorities to ensure timely delivery and approval of designs.
Translate construction requirements, site constraints, project sequencing, and equipment loads into clear design briefs for external designers.
Review civil, structural, temporary works, and Earth Retaining or Stabilizing Structures (ERSS) designs for compliance, buildability, safety, cost, and programme impact.
Refine and optimise temporary works and ERSS designs, including excavation support systems, strutting, bracing, sheet piles, king posts, walers, working platforms, and construction-stage arrangements.
Develop and evaluate alternative designs, construction methods, and value-engineering proposals to reduce material usage, simplify execution, improve productivity, and shorten construction duration.
Work alongside QPs and consultants to streamline designs while maintaining regulatory compliance, structural integrity, and design intent.
Coordinate design interfaces between civil, structural, architectural, geotechnical, mechanical and electrical, utilities, and specialist works.
Act as the primary link between the design and construction teams, ensuring site requirements and constraints are incorporated into the design.
Review drawings, calculations, specifications, shop drawings, method statements, design-risk assessments, and technical submissions.
Resolve design discrepancies, Requests for Information, site constraints, clashes, non-conformances, and unforeseen ground or structural conditions.
Conduct site inspections to verify design assumptions, assess buildability, and ensure works comply with approved drawings and construction sequences.
Maintain design, submission, and approval schedules aligned with the construction programme.
Track and follow up on QP endorsements, consultant comments, authority approvals, Accredited Checker clearances, permits, and other technical requirements.
Identify potential design or approval delays, assess their impact on construction, and implement mitigation or recovery measures.
Manage design changes and ensure their technical, commercial, contractual, and programme implications are properly evaluated and documented.
Ensure that the latest approved drawings and technical information are issued to the relevant project teams and subcontractors.
Support tender submissions, technical proposals, variation assessments, claims, and extension-of-time evaluations where required.
Guide junior engineers and promote effective coordination between consultants, subcontractors, and project teams.
Requirements
Degree in Civil or Structural Engineering (from a recognised institution will be a big advantage).
At least 5 years of relevant experience, preferably with a main contractor on civil infrastructure or Design and Build projects.
Strong experience in design coordination, D&B projects, temporary works, ERSS, construction methodology, and buildability reviews.
Familiarity with Singapore authority requirements, engineering codes, and submission processes.
Strong technical, analytical, coordination, and problem-solving skills.
Able to balance design compliance, safety, construction practicality, cost, and programme requirements.
