WSH Officer cum Environmental Control Officer (ECO)

Key Responsibilities/Duties

• Implement the LTA SHE plan; review risk assessments, safe work procedures, method statements and permits.
• Inspect shaft/ERSS, grouting, mined tunneling, shotcrete, plant, lifting and pile-removal activities.
• Control confined-space entry, ventilation, gas testing, access and emergency-rescue readiness.
• Monitor pile detection, staged cutting, restraint, lifting and hot work.
• Coordinate and monitor emergency actions.
• Conduct induction, toolbox talks, inspections, audits, incident investigations and emergency drills.
• Implement EMMP and ECM controls for silty water, noise, vibration, dust, waste and drainage.
• Manage chemical spills, vector control, environmental inspections and reports.
• Liaise with LTA, MOM, NEA, PUB, consultants, interfacing contractors and subcontractors.

Qualifications

• Valid MOM registration as a WSH Officer and valid NEA registration/license as ECO(SCS).
• Diploma or degree in WSH, environmental management, engineering or a related discipline.
• Minimum 3 years' prior WSH and environmental experience on LTA construction projects.
• Experience in civil infrastructure, underground works, deep shaft/ERSS or mined tunnelling.
• Knowledge of the WSH Act, LTA SHE/SHEMS, environmental legislation and PUB ECM requirements.
• Competent in RA/SWP, PTW, inspections, incident investigation, reporting and authority liaison.
• Able to inspect deep shafts, confined spaces and tunnels and work shifts when required.
• Confined-space safety, lifting-operation or tunnelling qualifications are preferred.
