Key Responsibilities
• Develop project budgets, cost plans and commercial strategies upon project award.
• Monitor project costs, profitability and financial performance throughout the project lifecycle.
• Prepare cost forecasts, cash flow projections and commercial reports.
• Identify commercial risks and recommend mitigation measures.
• Analyse project performance and recommend cost optimisation opportunities.
• Review client contracts, subcontract agreements and tender documents.
• Interpret contractual obligations and advise project teams on commercial matters.
• Administer contractual notices, correspondence and commercial documentation.
• Ensure compliance with contract conditions and company commercial procedures.
• Support resolution of contractual and commercial issues.
• Review and oversee the preparation of monthly progress claims.
• Review subcontractor payment claims and commercial assessments.
• Monitor payment certifications, project receivables and cash flow.
• Liaise with clients, consultants and internal stakeholders to facilitate timely payment.
• Support commercial recovery and resolution of outstanding payment issues.
• Lead the identification, evaluation and pricing of variation works.
• Review and negotiate variation claims with clients and consultants.
• Monitor variation approval status and recovery of project entitlements.
• Coordinate Extension of Time (EOT) submissions where applicable.
• Ensure contractual entitlements are properly documented and recovered.
• Review and negotiate final accounts with clients and subcontractors.
• Ensure timely closure of all commercial matters upon project completion.
• Resolve outstanding contractual and financial issues before project close-out.
• Prepare monthly commercial reports for management review.
• Monitor project financial performance against approved budgets.
• Maintain commercial risk registers and recommend mitigation actions.
• Support management with commercial analysis and strategic recommendations.
• Lead, mentor and supervise Assistant QS / QS personnel.
• Review commercial submissions and contractual documentation prior to submission.
• Provide technical guidance on quantity surveying, contract administration and commercial management.
• Support the implementation and continuous improvement of Commercial Department procedures and ISO workflows.
• Assist the Head of Commercial in developing commercial policies, processes and best practices.
• Work closely with Project Managers, Engineers, Finance, Clients, Consultants and Subcontractors.
• Attend project and commercial meetings to provide commercial advice and recommendations.
• Foster strong working relationships with internal and external stakeholders to support successful project delivery.
Job Requirements
• Diploma or Bachelor's Degree in Quantity Surveying, Building Services Engineering, Mechanical Engineering, Electrical Engineering, Construction Management, Business or related disciplines.
• Minimum8–10 years of relevant experience in Quantity Surveying, Commercial Management or Contract Administration within the construction, ELV, BMS, M&E or system integration industry.
• Experience managing projects from project award through final account settlement.
• Experience leading commercial functions and supervising Quantity Surveying personnel.
• Experience in commercial, healthcare, industrial, data centre or infrastructure projects will be an advantage.
• Strong knowledge of Quantity Surveying, cost control and commercial management principles.
• Strong understanding of contract administration, progress claims, variation claims and final accounts.
• Familiarity with standard forms of contracts (e.g., PSSCOC, SIA, FIDIC and NEC).
• Strong knowledge of PSSCOC standard forms of contract.
• Proficient in Microsoft Office, especially Excel.
• Experience with ERP systems, QS software or commercial management systems will be an advantage.
• Strong commercial awareness and business acumen.
• Excellent leadership, negotiation and stakeholder management skills.
• Strong analytical and problem-solving abilities.
• Excellent communication and interpersonal skills.
