House Supervisor, Star Shelter

The Singapore Council of Women’s Organisations (SCWO) was established in 1980 as the national coordinating body of women’s organisations in Singapore. SCWO has more than 60-member organisations, which represent over 600,000 women, and it serves to unite them to work toward ideals of ‘Equal Space, Equal Voice and Equal Worth’ for women in Singapore.

The Star Shelter is a service by SCWO. It provides temporary refuge for women and children who are survivors of domestic violence. Through trauma-informed and survivor-centred care, the Shelter offer sholistic support, including safe accommodation, counselling, case management, financial assistance, and educational and recreational programmes to help clients heal from abuse and rebuild their lives free from violence.

Star Shelter is seeking a responsible and compassionate House Supervisor to support the day-to-day operations of the Shelter and ensure a safe, supportive and well-maintained living environment for residents.

The House Supervisor provides frontline care and support to women and children residing at the Shelter. The role involves attending to residents’ daily needs, maintaining safety and order within the Shelter, supporting shelter routines and programmes, assisting the counselling team with relevant observations and monitoring, and ensuring the general upkeep and operational readiness of the Shelter.

Key Responsibilities

Resident Care and Support

· Attend to residents’ daily needs and provide appropriate practical and emotional support during their stay at the Shelter.

· Maintain a safe, respectful and supportive living environment, including conducting routine rounds to ensure residents’ safety and well-being.

· Support residents in understanding and adhering to Shelter routines, procedures and rules.

· Assist residents in managing day-to-day conflicts and provide frontline support during crises and emergencies, under the direction of Shelter team.

· Maintain professional boundaries and confidentiality when interacting with residents.

Casework Support

· Monitor residents’ well-being and share relevant observations with Counsellors and Shelter management.

· Maintain required records relating to resident movements, incidents and other relevant observations.

· Support the implementation of safety plans and other case-related arrangements within the Shelter.

Shelter Programme and Activities

· Support the planning, coordination and implementation of Shelter programmes and activities.

· Provide appropriate supervision and support to residents and volunteers during programmes and outings.

· Assist with programme and event logistics, including preparation of materials, venues and other operational requirements.

Shelter Operations and Upkeep

· Maintain the cleanliness, hygiene, safety and general upkeep of the Shelter, including conducting regular checks and reporting maintenance or safety concerns.

· Ensure groceries, household supplies and other essential items are adequately stocked and replenished.

· Guide and assist residents in carrying out assigned housekeeping duties and maintaining their living spaces and common areas.

· Maintain inventory records and support the stock-taking and management of Shelter supplies and donated items.

Other Responsibilities

· Work shifts, including night shifts, weekends and public holidays.

· Attend staff meetings, supervision sessions, training and professional development activities as required.

· Support organisational initiatives, events and other duties as assigned by SCWO.

Job Requirements

Qualifications and Experience

• Post secondary education or equivalent recognised qualification.
• Singaporean and PR only.

Technical Competencies:

· Good spoken and written English communication skills. Proficiency in another local language will be an advantage.

· Able to maintain accurate operational records and other required documentation.

· Good organisational skills and ability to manage multiple operational and housekeeping responsibilities.

· Able to support programmes, activities, outings and event logistics.

· Basic computer literacy and ability to use common workplace applications for documentation.

· Flexible and willing to support the operational needs of the Shelter and SCWO.
