Resident Technical Officer (MEP)

PURPOSE OF THE JOB

The Resident Technical Officer will represent the client on construction site. The incumbent must be able to read and interpret drawings and details of projects; inspect materials and workmanship. He/She makes sure that construction projects follow contractual and regulatory requirements.

MAIN RESPONSIBILITIES

Site Supervision and Quality Assurance

• Conduct full-time supervision and inspection of Mechanical, Electrical, ELV, Fire Protection, ICT, Security, Controls and Building Services installations to ensure compliance with approved drawings, specifications, contract requirements, local regulations and project standards.

• Verify that all works are carried out in accordance with approved shop drawings, method statements, Inspection and Test Plans (ITPs), manufacturers' recommendations, and relevant Codes of Practice.

• Monitor contractors' workmanship and installation quality to ensure compliance with the stringent performance and reliability requirements of a mission-critical data centre facility.

• Identify non-conforming works, quality deficiencies, or deviations from approved designs and escalate issues promptly to the Resident Engineer (RE) and Project Manager (PM).

• Ensure corrective actions are implemented and verified before work proceeds to subsequent stages.

Inspection, Testing and Commissioning Support

• Witness inspections, testing, pre-commissioning and commissioning activities for all MEP systems.

• Verify that all inspections and testing activities are conducted in accordance with approved procedures, project requirements and regulatory standards.

• Review test reports, inspection records, and commissioning documentation to ensure completeness and compliance.

• Monitor closure of testing deficiencies, punch list items, and non-conformances arising from testing and commissioning activities.

• Support Integrated Systems Testing (IST), Operational Readiness activities, and system handover requirements where applicable.

Technical Review and Document Control

• Review and monitor construction drawings, working drawings, shop drawings, authority submission drawings, coordination drawings, and as-built drawings.

• Verify that contractors are working from the latest approved drawings and ensure obsolete documents are removed from site circulation.

• Monitor timely submission and approval of technical submittals, material samples, equipment schedules, inspection records, testing reports, and commissioning documentation.

• Assist the RE in reviewing technical clarifications, RFIs, and site instructions related to MEP installations.

• Maintain accurate records of inspections, site instructions, design changes, technical queries, defects, and outstanding works.

Progress Monitoring and Reporting

• Monitor construction progress against the approved project programme and key milestone dates.

• Verify physical progress on site and support assessment of contractors' monthly progress payment claims.

• Identify delays, resource constraints, sequencing issues, and interface risks that may impact project delivery.

• Maintain detailed records of work progress, inspections, testing status, outstanding issues, and corrective actions.

• Prepare site reports and provide timely updates to the RE and PM on construction status, progress, and key risks.

Site Coordination and Interface Management

• Monitor coordination between architectural, civil, structural, mechanical, electrical, telecommunications, security, controls and specialist vendor installations.

• Identify interface clashes, coordination issues, and access constraints that could impact quality, safety, programme, or commissioning activities.

• Participate in site coordination meetings, technical reviews, inspections, progress meetings, and client walkthroughs.

• Liaise closely with contractors, subcontractors, consultants, client representatives, authorities, and specialist vendors to facilitate smooth execution of works.

• Support resolution of site issues and ensure timely closure of technical and construction-related action items.

Materials and Installation Compliance

• Inspect and verify materials, plant, equipment, and systems delivered to site against approved specifications and material submissions.

• Monitor storage, handling, preservation, and protection of equipment and materials to prevent damage or deterioration before installation.

• Ensure critical equipment installations comply with approved methods, tolerances, manufacturers' requirements, and project-specific quality standards.

• Verify traceability and certification of critical materials and equipment prior to installation and handover.

Safety, Health, Environment and Security (SHEQ)

• Support implementation of project safety, health, environmental, and quality management requirements.

• Conduct regular site inspections jointly with contractors' safety personnel to verify compliance with Workplace Safety and Health (WSH) regulations, project EHS requirements, and Microsoft safety standards.

• Monitor housekeeping, environmental controls, permit-to-work compliance, and safe work practices.

• Report unsafe conditions, incidents, near misses, and potential hazards immediately to the RE and PM.

• Participate in safety inspections, audits, incident investigations, and corrective action follow-up activities.

Defects Management and Project Handover

• Maintain and regularly update defect registers, punch lists, and outstanding works records.

• Monitor contractors' rectification works and verify satisfactory completion of all identified defects.

• Assist in final inspections, authority inspections, and readiness reviews prior to project handover.

• Verify completeness of as-built documentation, testing records, operation and maintenance manuals, warranties, certifications, and handover packages.

• Support successful project close-out and operational handover in accordance with client requirements.

QUALIFICATIONS

Senior Resident Technical Officer (SRTO)

• Registered Senior Resident Technical Officer (or Registered RTO where applicable) with IES / ACES.

• Diploma or relevant professional qualification in Mechanical Engineering, Electrical Engineering, Building Services Engineering, or related engineering discipline.

• Minimum 10 years of relevant experience as a Resident Technical Officer (RTO) on large-scale institutional, commercial, industrial or mission-critical projects in Singapore.

• Strong knowledge of MEP systems, construction practices, testing and commissioning procedures, and local regulatory requirements.

Resident Technical Officer (RTO)

• Registered Resident Technical Officer with IES / ACES.

• Diploma or relevant professional qualification in Civil & Structural Engineering or equivalent.

• Minimum 5 years of relevant experience as a Resident Technical Officer (RTO)

• Experience on hyperscale data centres, semiconductor facilities, healthcare facilities, airports, or other mission-critical developments will be an advantage.

• Familiarity with BIM-based construction coordination and digital project delivery environments.

• Understanding of critical MEP systems including power distribution, standby generation, UPS systems, cooling systems, fire protection systems, BMS, EPMS, security systems, telecommunications, and integrated testing processes.
