Roles & Responsibilities:
1. Strategic Planning:
- Research, formulate and facilitate the implementation of the company’s mid- and long-term strategy and adjust and update the strategy according to the changing internal and external environment;
- Break down the strategic targets and track and monitor the implementation of the strategy;
- Gather information and data on macroeconomic conditions, policies and regulations relating to the development of the Company; research and assess industry structure and dynamics; and conduct strategic environment analysis and benchmarking exercises.
2. Investment Project Development & Management:
- Responsible for the origination and management of investment projects, including project planning, market research, negotiation, due diligence and feasibility studies;
- Responsible for the approval process for fixed asset and equity investments, the formulation and update of the Company’s investment management directives and processes, and supervision of their implementation;
- Responsible for the communication, compilation, formulation, submission and update of annual investment plan;
- Support the Finance Department in fund raising in the capital market;
- Responsible for the management of subsidiaries’ fixed assets procurement, construction and expansion.
3. Operational Management:
- Responsible for coordinating and managing matters relating to the assessment of the Company’s business performance by the Board of Directors and the parent company, and for administering business performance assessments for the Company’s subsidiaries and departments;
- Responsible for managing the Company’s equity interests in its subsidiaries, controlled companies and associated companies, including but not limited to equity registration; review and filing of articles of association, joint venture agreements and other fundamental governance documents; reporting of shareholder and equity information and compilation of related statistics; organising research or reviews of matters to be considered at the shareholders’ meetings and board meetings of such companies; and ensuring that the Company exercises its corresponding rights and interests as an investor in proportion to its equity holdings;
- Responsible for the registration of new property and the upkeep of the record of the existing property of the Company;
- Responsible for establishing and improving the Company’s accountability system for non-compliant business operations and investments, and conducting related accountability investigations.
4. Company Reform and Restructuring:
- Responsible for the formulation and implementation of the reform and restructuring plans of the Company, its subsidiaries and other entities over which the Company exercises control;
- Responsible for the Company’s demergers, mergers, insolvency matters and restructuring.
5. Production Safety:
- Responsible for establishing and improving the management systems for production safety, occupational health and environmental protection, and supervising and inspecting their implementation by the Company, its subsidiaries and other entities over which the Company exercises actual control;
- Publicise, implement and organise the implementation of safety and environmental protection work instructions from Board of Directors and CNAF to ensure the effective operation of the company's safety committee.
6. Responsible for the Company’s sustainability initiatives, including leading the Sustainability Working Group in developing the relevant framework and policies, managing and maintaining ESG data, implementing sustainability plans in accordance with the requirements of the Board of Directors and the Sustainability Committee, and tracking and reporting progress on material ESG matters.
7. Responsible for the communication with various departments of CNAF such as Strategic Planning and Development, Operational Management, Technical, HSSE, Engineering and Procurement.
8. Other ad-hoc duties as assigned by the Management.
Requirements:
- Bachelor’s degree or above in Economics/Investment/Finance/Business Administration, or a related discipline, or an equivalent qualification. Completion of one or more levels of the CFA Program, or possession of other relevant senior-level professional qualifications, would be an advantage;
- Min. 10 years' relevant working experience, preferably in an investment role within the oil and gas commodity trading sector;
- Min. 5 years' experience in team leadership and management, with demonstrated ability to coordinate resources, align priorities and drive team performance;
- Familiarity with cross-border aviation fuel investment, including the China market and other international markets;
- Willingness to undertake frequent business travel, including overseas travel, as required;
- Possess strong analytical skills, strategic thinking, business savvy and financial acumen;
- Good organisational and time management skills, resilience under pressure, and a proven ability to manage multiple priorities;
- Possess an excellent command of English and Chinese, as the position requires frequent oral and written communication with English- and Chinese-speaking stakeholders, as well as the preparation and proofreading of official documents and presentations in both languages, where required.
