This role is responsible for implementing safety procedures, managing high-risk activities such as working at height and confined space works, conducting trainings and briefings, maintaining safety documentation, and overseeing ISO 45001 audits to ensure all works — particularly electrical installation and testing works — are carried out safely and in compliance with WSH regulations and rail authority requirements. The ideal candidate has at least 2 years of relevant site safety experience, ideally within rail, MRT, or electrical engineering projects, strong attention to detail, and is confident handling safety documentation, reports, and audits.

Key Responsibilities

Site Safety Implementation

  • Implement and monitor the company's Workplace Safety and Health (WSH) policies and procedures on site
  • Manage and supervise Working at Height (WAH) activities, ensuring compliance with approved fall prevention plans and permits
  • Supervise confined space entry works, ensuring proper permits, testing, and rescue arrangements are in place
  • Conduct daily toolbox meetings, safety briefings, and inductions for workers and subcontractors
  • Carry out regular site safety inspections, and follow up on corrective actions for unsafe conditions or practices
  • Monitor proper use of PPE and adherence to safe work procedures (SWPs) and method statements
  • Coordinate and manage the permit-to-work system for high-risk activities (e.g. working at height, confined space, hot works, electrical works)

Training & Audits

  • Plan and conduct in-house safety training sessions for workers and subcontractors (e.g. safety inductions, toolbox talks, refresher trainings)
  • Oversee internal ISO 45001 audits and coordinate external audits, including preparing audit schedules, evidence, and follow-up on findings
  • Track and close out corrective and preventive actions arising from audits and inspections

Documentation & Reporting

  • Maintain proper WSH and ISO 45001 documentation, records, and registers, ensuring accuracy and audit-readiness at all times
  • Prepare and review Risk Assessments (RA), Safe Work Procedures (SWPs), and other safety documents with a high level of attention to detail
  • Investigate accidents, incidents, and near-misses, and prepare clear, well-documented incident reports
  • Prepare safety reports, statistics, and management reports for project and company reporting

Compliance & Coordination

  • Ensure the company's safety management system meets ISO 45001 requirements and drive continuous improvement
  • Liaise with MOM, rail authority representatives, and client's safety officers during site inspections and audits
  • Coordinate safety requirements with site supervisors and engineers for rail engineering works, including work carried out during track possession hours/night shifts
  • Ensure new workers and subcontractors complete required safety orientation before starting work on site

Requirements

  • Diploma in Workplace Safety & Health, Engineering, or a related field
  • Certified Safety Coordinator course (recognised under Singapore's WSH regulations) is required
  • Certified in Manage Working at Height (WAH), Confined Space Supervisor, and CSCPM (Construction Safety Course for Managing Workplace Safety and Health in Construction)
  • Minimum 2 years of relevant experience in a site safety role, preferably within rail, MRT, construction, or electrical engineering projects
  • Working knowledge of ISO 45001 documentation and audit processes
  • Familiar with the WSH Act, relevant codes of practice, and permit-to-work systems
  • Strong attention to detail with solid documentation and report-writing skills
  • Confident conducting trainings, toolbox talks, and safety briefings
  • Willing to work on site, including night shifts/track possession hours where required
  • Good written and verbal communication skills; proficient in Microsoft Office
