About The Role
We are looking for an experienced Workplace Safety & Health Officer (WSHO) / Environmental Control Officer (ECO) to oversee workplace safety, health, and environmental compliance for construction and infrastructure projects. The successful candidate will ensure compliance with all statutory requirements, implement HSE management systems, and promote a strong safety culture across project sites.
Key Responsibilities
- Perform duties as a MOM-registered WSHO and NEA-registered ECO in accordance with all applicable legislation and regulations.
- Ensure compliance with MOM, NEA, and all relevant statutory requirements, company policies, and industry codes of practice.
- Implement and manage project-specific HSE Management Systems in line with company procedures.
- Develop and implement Safety & Environmental Programs, including preparation and submission of the Site Environmental Control Programme (SECP).
- Conduct routine site inspections, safety audits, environmental inspections, and compliance reviews.
- Identify gaps in workplace safety and environmental practices and recommend corrective improvements.
- Review WSH Management Systems (WSHMS), risk assessments, environmental reports, and safety procedures.
- Lead incident investigations and implement corrective and preventive actions.
- Conduct safety inductions, toolbox meetings, training, and awareness programmes.
- Coordinate Emergency Preparedness & Response Plans (EPRP), emergency drills, and maintenance of emergency equipment.
- Ensure Permit-to-Work (PTW) systems are properly implemented and maintained.
- Liaise with project teams, consultants, clients, subcontractors, and government authorities on HSE matters.
- Advise Project Management on safety performance, compliance issues, and continuous improvement initiatives.
- Maintain accurate HSE documentation and ensure timely submission of statutory reports.
- Prepare HSE performance reports, safety statistics, and data analytics for management review.
- Support company initiatives in achieving HSE certifications, awards, and continuous improvement.
- Perform other HSE-related duties assigned by Management.
Job Requirements
- Diploma or Degree in Workplace Safety & Health, Environmental Management, or related discipline.
- Registered Workplace Safety & Health Officer (WSHO) with MOM.
- Registered Environmental Control Officer (ECO) with NEA.
- Minimum 5 years of relevant experience in the Singapore construction industry.
- Strong knowledge of Singapore WSH and Environmental regulations.
- Experience in infrastructure, civil engineering, or construction projects.
- Experience working on SP Group, PUB, LTA, or Changi Airport Group (CAG) projects will be an advantage.
- Strong understanding of risk assessment, incident investigation, emergency preparedness, and regulatory compliance.
- Good communication and stakeholder management skills.
- Able to work independently and within a project team.
- Candidates who can join on short notice will be preferred.
- Possess own transport is an advantage.
Working Hours
- Monday to Friday: 8:00 AM – 5:00 PM
- Saturday: 8:00 AM – 12:00 PM (5.5-day work week)
Work Location
Various project sites across Singapore (assigned upon successful hiring).
