Manager/Senior Manager (NS Gallery Development)–NS Sq Atrium Project Management

THIS IS A 2 YEAR RENEWABLE CONTRACT ROLE

The jobholder will be directly responsible for the NSG development team’s overall project management and delivery oversight of the Large Platforms Display at the NS Square Atrium, acting on behalf of MINDEF as the contracting authority to ensure that the Display is delivered in accordance with MINDEF’s intended outcomes, requirements, timelines and approved budget. In particular, the jobholder will track timelines and budgets across four key workstreams – rigging, transportation of platforms, design and build, and light and sound show, and serve as the NSG development team’s central point of contact coordinating with key Atrium stakeholders from MINDEF/SAF, Home Team, Defence Collective Singapore (DCS), NS Square Project Office (NSPO), external parties and vendors.

The jobholder will also: (a) serve as the NSG development team’s workstream lead for the rigging and transportation of platforms, as well as the build phase of the Large Platforms Display, taking direct ownership of driving progress and resolving issues in these areas in line with MINDEF’s objectives; (b) support the workstream lead for the light and show to coordinate the infrastructure and hardware requirements for the show and ensure a coherent visitor experience for the atrium as well as with the NS Gallery; (c) oversee planning for the Large Platform Display’s steady state operations, including the development of protocols for the long-term maintenance and operations of the Large Platforms Display, and the management and movement of modular elements of the Atrium for special events.

This role requires a hands-on and forward-looking approach to manage timelines, anticipating and resolving issues, and keep stakeholders aligned and accountable. The jobholder must be able to create structure and processes where these are not yet established with no direct precedent, translate project objectives into actionable plans, and maintain stakeholder alignment and accountability through implementation across various stakeholders.

Strong stakeholder management skills are therefore essential, given the need to work closely with the SAF and Home Team stakeholders and navigate multiple agencies and external partners simultaneously. The ideal candidate is someone who is organised, proactive, and comfortable exercising ownership over complex, multi-party workstreams, adapting plans as requirements evolve, anticipating and escalating issues early and timely to safeguard project outcomes.

Job Description

Overall Project Management of Atrium Development.

• Lead MINDEF’s development and implementation of an integrated project management approach for the Atrium development, establishing processes to manage project timelines, budgets, scope and identify risks and dependencies across multiple workstreams. Work closely with workstream leads to monitor progress and expenditure, and identify potential schedule or budget pressures early.

• Serve as the secretariat for key operations and plans meetings between NSG, NSPO, DCS and other vendors, including raising agenda, tracking outstanding issues, minutes and post-meeting follow-ups and stakeholder coordination.

• Support workstream lead for the light and sound show by coordinating the infrastructure and hardware requirements for the show. This would include the maintenance and operations elements of the show, working with DCS on the procedure for inspection and fault rectification to ensure that the show systems remain reliable and operational.

Workstream Lead for Rigging and Transportation of Platforms.

• Make key operational decisions, in consultation with the SAF, the Home Team, to guide the DCS Exhibition and Volunteers Management (EVM) team, and vendors (e.g. NSPO vendors, ST engineering, exhibition design firm) in the complex pre-installation planning, movement, and on-site management of the installation of the SAF and Home Team’s large platforms. This includes working closely with the SAF and Home Team departments to discuss the technicalities and ensure that the assets are refurbished on schedule and fit for showcase.

• In particular, coordinate with the DCS EVM team, vendors and various stakeholders on the construction of the structure of the submarine walkthrough display, providing professional know-how to weigh in on the technicalities, ensuring that the components are designed, fabricated and delivered on time and safely.

Workstream Lead for Build Phase of Large Platforms Display

• Guide the DCS EVM team and vendors to deliver on the build aspect of individual platform experience at the Atrium. This would include making key operational decisions and recommendations to realise: (a) the Large Platforms Display in a practical and safe manner, with consideration for the actual site conditions; and (b) implement user experience elements for wayfinding, crowd management and security.

Planner for Large Platform Display’s Steady State Operations.

• Develop, in coordination with the NSG Operations Senior Manager, the protocols for the long-term operations and maintenance of the Large Platforms Display and the management and movement of modular elements of the Atrium for special events.

• Work with the DCS EVM team and other relevant stakeholders from MINDEF/SAF and Home Team to establish clear roles and responsibilities for the management of the platforms following installation in the Atrium, including ongoing care, maintenance, inspection and management of the displayed platforms, and ensure that protocols for rectification, maintenance and repair, and technical support are in place.

• Develop a transition framework that identifies key requirements for the Large Platform Display’s steady state operations, including identifying milestones for the handover of responsibilities from the NSG development to the NSG operations teams. This would include developing service and security standards and putting in place relevant escalation mechanisms where necessary.

• Work with the DCS EVM team to develop protocols for the management and movement of modular Atrium elements for special events. This would include establishing requirements for configuration changes, safe handling, storage and reinstatement, making sure that clear roles and approval processes are in place.

Challenges:

This role requires strong proactiveness and ambition to deliver a world-class Gallery, alongside adaptability to changes and the instinct to anticipate potential issues. The successful candidate must help to position the NSG to world-class standards, building strong public interest in both the Atrium and the physical Gallery experience. As the project is underway, priorities and plans may evolve at times without direct precedent to follow, thus requiring the ability to adapt quickly while remaining responsible, timely and collaborative. The role also involves working with various stakeholders across agencies and partners, exercising professional judgement in representing NSG’s views but also balancing sensitivity to differing perspectives while maintaining clarity of purpose and ensuring the Gallery’s objectives and requirements are met.

Job Requirements:

• Educational Requirements: A good honours degree with a keen interest in Singapore’s social and military history.

• The jobholder should preferably have 5 to 12 years of relevant work experience in project management for exhibitions, events or campaigns with experience managing multiple stakeholders and vendors for creative deliverables.

• The jobholder should have a strong command of both spoken and written English, with excellent communication skills to simplify technical speak into simple terms.

• Possess excellent interpersonal and project management skills to work collaboratively with others.

• Independent worker with strong problem-solving skills and comfortable in managing multiple moving parts.
