Deputy IT Manager

SUMMARY:

Tower Transit Singapore operates one of Singapore's most technologically advanced public transport ecosystems, supporting critical national transport infrastructure across depots, interchanges and operational control environments.

As Deputy Manager, Information Technology, you assist the IT Manager on strategy, governance, resilience and continuous evolution of the organization's digital ecosystem, spanning:

• Enterprise IT infrastructure
• Operational Technology (OT)
• Fleet and depot systems –Autonomous Vehicle Integration
• Artificial Intelligence –Machine Learning, Deep Learning, Agentic AI, etc.
• Cybersecurity and compliance
• Cloud platforms and digital transformation initiatives

This role sits at the intersection of transport operations, cybersecurity and digital innovation, ensuring technology remains a strategic enabler of safe, reliable and efficient public transport services.

You will be responsible for, and will assist the IT team to, manage mission-critical environments that support fleet operations, ticketing systems, operational control centres, depot infrastructure and enterprise business services.

The successful candidate will be a technology expert with experience operating in complex, highly regulated and mission-critical environments.

PRINCIPAL RESPONSIBILITIESAND AUTHORITIES:

1. Strategic Technology Leadership

• Execute the organization’s IT and digital strategy aligned with business objectives and operational priorities.
• Manage technology modernization initiatives across infrastructure, cloud services, cybersecurity and operational systems.
• Identify emerging technologies — including Artificial Intelligence, Machine Learning and Internet of Things — that enhance operational effectiveness and customer experience.
• Assist in championing continuous improvement and digital innovation across the enterprise.

2. Operational Technology & Critical Infrastructure

• Manage and modernize all IT and operational technology systems supporting depots, interchanges and operational control environments.
• Ensure the availability, resilience and performance of mission-critical systems supporting:
• Fleet management
• Fare collection and ticketing
• Passenger information systems
• Operational communications
• Depot infrastructure
• Support AI and IT–OT convergence initiatives while maintaining operational safety and cybersecurity requirements.

3. Cybersecurity, Risk & Compliance

• Assist in leading the organization’s cybersecurity strategy and operational controls for both enterprise IT and transport operational systems.
• Ensure compliance with:
• Singapore cybersecurity legislation
• Essential Services requirements
• Land Transport Authority (LTA) security standards
• Corporate governance frameworks
• Oversee vulnerability management, incident response, business continuity and disaster recovery programmes.

4. Cloud & Infrastructure Services

• Provide strategic oversight for hybrid infrastructure environments, including on-premises and cloud platforms.
• Lead initiatives involving:
• Microsoft Azure
• Amazon Web Services
• Cloud migration programmes
• Infrastructure modernization
• Artificial Intelligence – Deep Learning, Machine Learning, Agentic AI, etc.
• End-user computing transformation
• Ensure technology platforms meet availability, scalability and resilience objectives.

5. Project, Stakeholder & Vendor Management

• Act as the primary technology interface for regulators, vendors and strategic partners.
• Collaborate closely with all relevant departments
• Manage relationships with external stakeholders, including regulatory agencies, system integrators, telecommunications providers and technology vendors.

SKILLS, EXPERIENCE, CONDITIONS SPECIFICATION:

• Degree in Information Technology, Computer Science or related discipline, or equivalent relevant experience.
• Minimum 5 years of relevant IT experience, preferably in a complex, regulated or mission-critical environment.
• Experience in IT infrastructure, cloud, cybersecurity, digital transformation and/or operational technology (OT).
• Experience in IT project delivery, vendor and stakeholder management.
• Knowledge or practical experience in AI, automation and data analytics, such as Generative AI, LLMs, Power BI, SQL or Python.
• Exposure to emerging technologies such as IoT, computer vision, connected vehicles, digital twins or predictive analytics would be advantageous.
• Public transport/transport technology experience would be advantageous; candidates with relevant transferable experience may also be considered.
• Relevant certifications such as PMP, ITIL, CISSP, Security+, Cloud or AI/ML would be advantageous.
• Strong project management, analytical, problem-solving and communication skills.
• Able to translate technology into practical business and operational solutions.
• Experience leading or supervising an IT team would be advantageous.
• Able to support mission-critical systems and operational environments as required
