Network Development Manager, Network Investments

To support the fast growing user community and the introduction of new and innovative products and services, we are continually expanding our backbone network infrastructure around the globe. We are looking for a Network Development Manager to join our APAC network infrastructure group to support our growing network footprint needs. You will lead network investments through subsea cable investments, capacity and dark fiber leases and acquisitions, network infrastructure development, and construction, . Demonstrated subsea cable experience will be essential. You will — often working with partners and vendors — develop and implement strategies to provide Meta with competitive economics, flexibility and scalability, reliable delivery and high availability as well as optimized operation and maintenance arrangements.

Responsibilities
- Develop supply strategies, including joint build efforts with partner organizations with similar connectivity needs
- Manages a portfolio of subsea systems and fiber infrastructure suppliers globally, but with a focus on the APAC regions
- Identifies suppliers, negotiates commercial terms, and works with the engineering and legal departments to negotiate and execute supplier contracts
- Project Management: Drive end-to-end execution of complex infrastructure projects across cross-functional stakeholders
- Manages and develops partner relationships across a diverse range of countries
- Oversees the performance and management of contracts through the full lifecycle, tracking and ensuring supplier compliance with the terms and conditions of the contract, processing of supplier invoices, creation of contract variances and renegotiation as needed
- Understands the subsea and telecom wholesale markets' technological and commercial developments and positions Meta in the right place
- Represents the Meta network team in conferences and trade shows
- Maintains a deep familiarity with other major market players and competitive dynamics on both the supply and demand side; keeps track of price trends in the market to ensure the competitive commercial terms for Meta
- Collaborates with cross-functional teams to develop network requirements and acquisition strategies and generates clear and objective investment analysis and recommendations for investment approvals
- Works closely with finance and planning teams to develop budgets, forecasts, and long-range investment plans, and with Accounting and Accounts Payable for accurate processing of supplier invoices and compliance with accounting guidelines
- Accommodate pre-planned travel as required for the role
Minimum Qualifications
- BA/BSc or equivalent in a technical or business-related field with 8+ years of relevant experience
- Experience in subsea cables, fiber infrastructure, and carrier market players, and familiarity with evolving commercial trends
Preferred Qualifications
- Experience adhering to and implementing responsible, ethical AI practices (e.g., risk assessment, bias mitigation, quality and accuracy reviews)
- Financial or data modeling experience and the ability to quantitatively analyze and present findings
- Project management experience, including coordinating procurement, construction, and operational teams across multiple workstreams including for procurement, construction and operational teams
- Demonstrated ability to integrate AI tools to optimize/redesign workflows and drive measurable impact (e.g., efficiency gains, quality improvements)
- Demonstrated ongoing AI skill development (e.g., prompt/context engineering, agent orchestration) and staying current with emerging AI technologies
- Demonstrates a proven track record of major deal execution and understanding of subsea cables (preferably) and/or terrestrial fiber infrastructure
- Experience communicating investment analyses and recommendations to cross-functional stakeholders and external partners, including relationship building and collaboration across diverse teams
- Familiarity with network automation frameworks and data-driven capacity modeling tools used to support large-scale infrastructure investment decisions
- Proven experience with major business development projects and managing joint investments with partners across multiple regions
