Job Purpose
As the WSH Supervisor / WSH Coordinator, you will be responsible for the day-to-day supervision and coordination of Workplace Safety and Health (WSH) compliance for Mechanical, Electrical & Plumbing (MEP) works carried out within semiconductor fabrication and cleanroom environments. Reporting to the Safety Manager, you will implement site safety plans, enforce permit-to-work and risk control measures, and act as the on-site point of coordination between the principal contractor, sub-contractors, and other trades in accordance with the WSH Act and WSH (Construction) Regulations. Through diligent site inspections, hazard identification, and close engagement with work crews, you will help ensure that MEP installation and commissioning activities are carried out safely, in compliance with cleanroom protocols and contamination control standards, without compromising worker health and safety or project schedules.
Key Responsibilities
- Report to the Project Manager and Safety Manager and support the effective implementation of the project’s Workplace Safety and Health (WSH) requirements.
- Perform the duties of the appointed WSH Coordinator in accordance with applicable Singapore WSH legislation and project requirements, coordinating WSH activities and communication among the main/principal contractor, MEP subcontractors, vendors, and other trades on site.
- Oversee day-to-day WSH compliance for MEP and equipment installation activities, including ducting, cable trays, piping, electrical works, process gas/chemical lines, hook-up works, and equipment installation within semiconductor fab, plantroom, and cleanroom environments.
- Conduct routine site safety inspections, toolbox meetings, safety briefings, and workplace observations. Identify unsafe acts and conditions, initiate corrective actions, and follow through to timely and effective closure.
- Administer, review, and monitor Permit-to-Work requirements for high-risk activities, including work at height, hot work, confined space entry, lifting operations, electrical works, isolation and Lock-Out/Tag-Out (LOTO), and other activities requiring controlled work authorisation.
- Ensure compliance with cleanroom entry protocols, gowning procedures, and contamination control requirements while MEP works are carried out within or adjacent to cleanroom zones.
- Monitor safe handling, storage, and use of hazardous chemicals and specialty/process gases associated with MEP and mechanical works, in line with SCDF/NEA/MOM requirements.
- Participate in and, where assigned, facilitate site WSH meetings, coordination meetings, safety briefings, and subcontractor safety engagements. Track agreed actions and ensure timely close-out.
- Investigate incidents, near misses, unsafe occurrences, and WSH non-conformances. Support root-cause analysis and ensure appropriate Corrective and Preventive Actions (CAPA) are implemented, tracked, and verified for effectiveness.
- Maintain accurate and up-to-date WSH records, including RAs, SWPs, MOS, PTWs, inspection checklists, equipment inspection records, training records, induction records, incident reports, and corrective-action registers. Prepare periodic WSH reports for the Project Manager, Safety Manager, client, and management review.
- Conduct new worker safety orientation/induction and ensure all workers hold valid safety certifications (e.g., Work-at-Height, Confined Space, CSOC) before deployment.
- Liaise with the main contractor and regulatory authorities (MOM, NEA, SCDF) and client's EHS representatives on WSH matters relating to site works.
- Support emergency preparedness on site — including fire safety, emergency evacuation drills, and first-aid arrangements for all work areas.
- Promote a positive safety culture among workers through behavioral safety observations, safety campaigns, and recognition programs.
- Promptly escalate unresolved, repeated, or high-risk WSH issues to the WSHO/Safety Manager and Project Management. Exercise or recommend Stop-Work intervention where there is imminent danger, serious non-compliance, or inadequate control of critical risks, and ensure work resumes only after appropriate controls have been established and verified.
Key Requirements:
GCE ‘N’/ ‘O’ level/ Diploma in Engineering
WSH Coordinator and/or WSH Supervisor (BCSS-certified) under MOM's WSH framework; WSHO registration an advantage.
Minimum 1 year of relevant WSH supervisory/coordination experience in construction, MEP, or semiconductor/cleanroom projects.
Familiarity with semiconductor fab or cleanroom safety requirements (contamination control, chemical/gas handling, ESD) is a strong advantage.
Working knowledge of the WSH Act and subsidiary regulations, PTW systems, and risk assessment methodology.
Valid certification in Work-at-Height, Confined Space Entry, BizSAFE L2 and/or other high-risk work permits preferred.
Good communication and interpersonal skills to coordinate across multiple trades and stakeholders.
Good team player, meticulous, proactive, and able to work on rotating shifts or extended hours as project schedules require.
Able to work on active construction/MEP sites and within cleanroom environments.
Further Training - Work-at-Height, Confined Space Entry, BizSAFE L2 and other high-risk work permit training.
Professional Experience (required) - MEP contracting, construction, or semiconductor/cleanroom construction projects.
Knowledge and Skills - WSH Act & regulations, risk assessment, permit-to-work systems, incident investigation.
Computer Skills - MS Office (Word, Excel, PowerPoint); basic safety reporting/management systems.
Languages - English; or other languages an advantage.
Mobility - Site-based; as when needed across project locations.
