Regional Talent Development Manager

We are looking for an experienced Regional Talent Development Manager for a well-established global engineering and construction company. This role will translate global HR and talent strategies into practical regional frameworks and programmes that strengthen leadership capabilities, career development and succession pipelines. Working closely with headquarters, subsidiary HR teams and regional business leaders, you will design solutions that can be applied consistently across countries while remaining adaptable to local needs.
Key Responsibilities
- Develop and implement regional career development frameworks, career pathways and supporting tools.
- Translate the company’s competency framework into practical approaches for assessment, career planning and employee development.
- Design regional leadership development programmes and learning journeys for managers, emerging leaders, high-potential employees and successors.
- Develop early-career and potential-leader programmes, including mentoring, coaching and cross-country or cross-functional exposure.
- Translate talent review and succession decisions into structured development plans, including rotations, stretch assignments and executive exposure.
- Establish regional standards, guidelines and templates for Individual Development Plans.
- Conduct learning needs and capability-gap analyses across countries, functions and employee groups.
- Partner with subsidiary HR teams to implement regional talent and development frameworks locally.
- Coach HR stakeholders, share best practices and develop implementation playbooks to strengthen local HR capabilities.
- Select and manage external learning partners, assessment providers and executive coaches.
- Monitor programme participation, development progress and learning effectiveness, recommending improvements where required.
- Develop practical tools such as career guides, competency assessments, development catalogues, mentoring guidelines and dashboards.
Requirements
- Bachelor’s degree in Human Resources, Organisational Development, Psychology, Business or a related discipline.
- Approximately 8–12 years of progressive HR experience, including at least 3 years specialising in Talent Management, Organisational Development or Learning and Development.
- Hands-on experience designing leadership development programmes, competency frameworks, career development initiatives or succession-planning processes.
- Strong understanding of competency frameworks, Individual Development Plans, talent reviews, readiness assessments and succession-planning methodologies.
- Ability to design blended learning journeys incorporating coaching, mentoring, action learning, stretch assignments and business projects.
- Experience conducting learning needs and capability-gap analyses across multiple functions or business units.
- Willingness to travel regionally approximately 25%–50%.
