We are seeking a full-time Environmental Control Officer (ECO), registered with the National Environment Agency (NEA), to support the implementation of an Environmental Management and Monitoring Plan for a major HDB development project in western Singapore.

The project involves multiple stages of site development, including soil investigation, site clearance, earthworks, drainage and sewer works, infrastructure works, and subsequent building construction. The ECO will work as part of the Specialist Environmental Consultant's team and will be responsible for supporting the implementation of the approved EMMP throughout the construction phase.

The successful candidate should have practical experience in environmental monitoring, construction-site environmental management, and biodiversity-related environmental controls, and be comfortable working alongside environmental consultants, ecologists, arborists, contractors, and government agencies.

Your Responsibilities:

The ECO will be responsible for implementing and supporting the recommendations and requirements of the approved EMMP, including the following:

  • Monitor the Main Contractor's implementation of environmental mitigation and management measures during construction, including controls relating to water quality, sediment and erosion, noise, dust, vibration, waste, vector control, flora, fauna, and other site-specific environmental requirements.

  • Conduct routine site surveillance and support the Specialist Consultant's bi-weekly (twice a month) formal EMMP inspections, including inspection of environmental conditions both within the worksite and, where relevant, surrounding areas potentially affected by construction activities.

  • Identify environmental deficiencies, potential incidents, actual incidents, and non-conformances, and coordinate with the Main Contractor to ensure timely implementation of corrective and preventive actions.

  • Maintain clear photographic and written records of site observations, environmental controls, corrective actions, and close-out status.

  • Support the implementation and verification of the project's Environmental Quality Objectives (EQOs), tolerance limits, monitoring requirements, and response procedures. The project EQOs include avoiding significant disturbance to wildlife and significant impacts on water quality, aquatic habitats, aquatic flora and fauna, and water intakes.

  • Review site activities and construction methods against the approved EMMP before and during works, particularly for activities such as site clearance, earthworks, soil investigation, drainage works, sewerage works, service diversion, and Earth Control Measures implementation.

  • Work closely with the project's environmental consultants and biodiversity specialists in implementing flora and fauna protection, wildlife management, passive wildlife shepherding, roadkill mitigation, and ecological protection measures where applicable.

  • Pay particular attention to biodiversity-sensitive areas and immediately escalate observations involving wildlife, safeguarded vegetation, aquatic habitats, or potential ecological impacts to the appropriate environmental specialist.

  • Assist in reviewing environmental monitoring results and identifying trends, exceedances, or emerging environmental risks that may require additional mitigation or corrective measures.

  • Assist the environmental consultancy team with preparation of the Monthly EMMP Report, including documentation of compliance status, monitoring findings, incidents, root causes, corrective actions, environmental performance, and recommendations.

  • Maintain site environmental records, inspection registers, non-conformance records, monitoring records, photographic records, and supporting evidence required for environmental audits and reporting.

  • Participate in progress meetings and environmental coordination meetings with HDB, the SO Representative, Main Contractor, subcontractors, and environmental specialists, as required.

  • Support environmental briefing and training of the Main Contractor's staff, site workers, and subcontractors.

  • Assist in investigating environmental complaints, incidents, or feedback, and support preparation of the required records, responses, and corrective measures.

  • Support project close-out activities and compilation of environmental records required for the Close-Off Environmental Audit.

Our Requirements:

  • Bachelor's degree or higher in environmental engineering, science, ecology, or a related field.
  • Registered Environmental Control Officer (ECO) with the National Environment Agency (NEA).
  • Preferably at least 3 years of relevant experience following NEA ECO registration. The HDB specification specifically requires the full-time ECO to be NEA-registered with 3 years of post-registration experience.

  • Demonstrable biodiversity-related environmental experience, particularly in projects involving vegetation, wildlife, watercourses, ecological receptors, or environmentally sensitive construction sites.
  • Practical experience in environmental management and compliance monitoring on active construction sites.
