The Head of Enterprise Governance (PFA) leads the development and implementation of PFA’s enterprise controls framework and governance. Reporting to the CEO, PFA, the role ensures alignment to MAS requirements, relevant industry guidelines and applicable Prudential group standards, while independent oversight remains with Line 2 Risk & Compliance. The role provides enterprise-wide coordination, specialist advice and constructive challenge across PFA’s business activities, and leads the governance of outsourcing, including Third Party Risk Management (TPRM). As the senior first-line escalation and coordination point for material control breakdowns and systemic issues, the role supports the CEO and PFA Management team with clear management information, recommendations and follow-through on timely remediation.

Key Responsibilities:

  • Enterprise controls framework & governance

  • Lead the development, implementation and ongoing enhancement of PFA policies, delegated authorities, governance forums, decision rights and escalation routes with the CEO and PFA Management team, for approval through the appropriate authorities.

  • Maintain PFA’s enterprise controls library and minimum control standards, ensuring alignment to MAS requirements, relevant industry guidelines and applicable Prudential group standards.

  • Act as the senior first-line escalation and coordination point for material governance breaches and control breakdowns; drive triage, root-cause analysis, issue tracking, remediation and escalation of systemic themes, with clear recommendations to the CEO and relevant governance forums.

  • Coordinate with Line 2 Risk & Compliance while preserving its independent oversight and challenge responsibilities.

  • Outsourcing governance (including TPRM)

  • Lead the governance framework for outsourced arrangements, including material outsourcing and TPRM, covering accountability, performance and risk monitoring, issue management, service recovery and exit readiness, including BCP and DR.

  • Ensure outsourced and third-party arrangements meet applicable MAS requirements, relevant industry guidelines and Prudential group standards across the lifecycle, including due diligence, risk assessments, contractual and control obligations, periodic monitoring and reviews, incident and escalation reporting, and management information.

  • Advise the CEO, PFA Management team and accountable service owners on material outsourcing exposures, significant vendor-related issues and recommended remediation actions, while maintaining clear first-line ownership and independent second-line oversight.

  • Operational controls framework and business ownership

  • Establish the framework, methodology and minimum standards for key and material controls across PFA, including sales, servicing, outsourcing and third-party distribution; work with business and functional leaders to ensure process, risk and control ownership is clearly assigned, documented and understood.

  • Set standards for control descriptions, SOPs, process maps, evidence, record-keeping and management attestations; monitor control performance via MI, metrics, exceptions, attestations, thematic reviews and periodic testing; and coordinate issue management end-to-end, including root cause, action tracking, validation, closure and escalation of systemic issues.

  • Provide specialist advice and constructive challenge on control design and operating effectiveness, while preserving accountability with the relevant first-line business owners and independent oversight with Line 2 Risk & Compliance.

  • Governance uplift

  • Partner the CEO and PFA Management team to develop and implement governance uplift initiatives that simplify and harmonise policies, strengthen controls and tighten reporting discipline, for endorsement through the appropriate governance channels.

  • Embed conduct and first-line accountability through clear ownership, constructive challenge, disciplined follow-through and continuous improvement; ensure governance enhancements remain aligned to MAS requirements, relevant industry guidelines and applicable Prudential group standards.

  •  Enterprise Data Governance (EDG) oversight

  • Lead the implementation and ongoing enhancement of PFA’s Enterprise Data Governance framework by establishing ownership for critical data elements, embedding data quality controls into key processes, systems and outsourced arrangements, and monitoring data issues through MI, exception reporting and remediation tracking.

  • Partner business, technology, risk and compliance stakeholders to strengthen data governance maturity, improve reporting reliability and ensure alignment with MAS requirements, relevant industry guidelines, applicable Prudential group standards and PFA’s enterprise controls framework, while independent oversight remains with Line 2 Risk & Compliance.

Who we are looking for:

  • Degree in Business/Finance/Law/Risk (or related); controls/risk/audit qualification preferred.

  • 15+ years in enterprise controls/operational risk/internal audit/controls testing or regulatory-facing governance in financial services (FA preferred).

  • Strong understanding of MAS requirements, relevant industry guidelines and applicable Prudential group standards, including outsourcing expectations, with the ability to translate these into practical governance, controls and MI.

  • Strong influencing across functions, vendors and senior stakeholders; able to provide credible specialist advice and constructive challenge without relying solely on formal authority. Strong executive writing and governance-reporting capability for the CEO, senior management and relevant Board or management committees; organised and execution-focused.
