Job Purpose

The Lead QA/QCManager is responsible for managing the day-to-day implementation of the Quality Assurance and Quality ControlManagement System across semiconductor and advanced manufacturing EPCM projectsthroughout Singapore, Europe, the United States and Asia.

Reporting to theHead of QA/QC, the incumbent will lead project quality planning, engineeringquality reviews, construction quality, supplier quality surveillance,inspection programmes, FAT/SAT activities, commissioning quality and projecthandover. The role ensures that all engineering, procurement, construction andcommissioning activities comply with client specifications, internationalstandards and the Quality Management System.

The Lead QA/QCManager provides technical leadership across the Utility's five ProcessCritical Systems disciplines:

  • Ultra-Pure Water (UPW)
  • Wastewater Treatment (WWT)
  • Chemical & Slurry
  • Specialty Gas
  • Process Exhaust

Minimum Qualification Requirements

Education

  • Bachelor's Degree in Engineering, Quality Management or a related discipline.
  • Lead Auditor certification (ISO 9001) is highly desirable.
  • ASQ Certified Quality Engineer (CQE) or equivalent certification is an advantage.

Experience

  • Minimum 10-12 years of QA/QC experience in EPC or EPCM organisations.
  • Minimum 5 years leading QA/QC teams on semiconductor or advanced manufacturing projects.
  • Demonstrated experience across engineering, procurement, construction and commissioning phases.
  • Proven experience supporting Base Build and Tool Hook-Up projects.
  • Strong understanding of quality requirements for all five Process Critical Systems disciplines.
  • Experience coordinating supplier inspections, FATs, SATs and client quality audits.
  • Experience managing multidisciplinary QA/QC teams across multiple projects.

KeyResponsibilities

A. ProjectQuality Leadership

  • Implement Corporate Quality Management System across assigned projects.
  • Develop Project Quality Plans (PQPs) and Inspection & Test Plans (ITPs).
  • Establish project quality objectives and KPIs.
  • Ensure compliance with contractual quality requirements.

B. EngineeringQuality

  • Review engineering deliverables for compliance with specifications and standards.
  • Participate in design reviews, constructability reviews, HAZOPs and technical workshops.
  • Ensure quality requirements are incorporated into engineering documentation.

C. Procurement& Supplier Quality

  • Coordinate supplier qualification activities.
  • Conduct supplier audits and surveillance visits.
  • Witness Factory Acceptance Tests (FATs).
  • Monitor supplier quality performance and implement corrective actions.

D.Construction Quality

  • Lead site QA/QC inspections across all process utility disciplines.
  • Verify installation quality and workmanship.
  • Review welding records, NDT reports and material traceability.
  • Manage punch lists and mechanical completion activities.

E.Commissioning & Turnover

  • Support Site Acceptance Tests (SATs), pre-commissioning and commissioning activities.
  • Verify completion of quality documentation.
  • Coordinate turnover dossiers and as-built records.
  • Ensure successful project handover to clients.

F. QualityControl & Continuous Improvement

  • Manage NCRs, root cause analysis and CAPA implementation.
  • Monitor quality trends and performance metrics.
  • Identify opportunities for process improvement and standardisation.
  • Promote lessons learned across projects.

G. Leadership& Team Development

  • Supervise and mentor Senior QA/QC Engineers, Inspectors and QA personnel.
  • Conduct competency assessments and technical coaching.
  • Support recruitment and onboarding of QA/QC personnel.
  • Foster a culture of quality excellence and continuous learning.

H. Client& Stakeholder Management

  • Act as the primary project quality interface with clients and consultants.
  • Lead quality review meetings and audits.
  • Coordinate responses to client comments and quality concerns.
  • Maintain effective communication with Engineering, Procurement, Construction and Commissioning teams.
