Resident Technical Officer (HDB Projects)

Job Summary

A Resident Technical Officer (RTO) for Housing Development Board (HDB) oversees construction projects to ensure quality, safety, and regulatory compliance, facilitating smooth project execution.

Responsibilities

• Conduct on-site inspections to monitor construction progress and verify quality standards
• Enforce adherence to safety regulations and construction guidelines on site
• Review and approve construction drawings, materials, and method statements for compliance
• Coordinate with QPS team, contractors, engineers, and stakeholders to resolve technical issues promptly
• Maintain detailed records of site activities including daily reports, progress updates, and quality control measures
• Verify that all works conform to approved plans, drawings, and specifications
• Provide technical support and guidance to project teams to ensure successful delivery
• Identify and report discrepancies, non-conformances, and site progress feedback to QPS team
• Collaborate with authorities and agencies to secure necessary approvals and permits for construction activities
• Participate in site meetings, inspections, and audits to ensure compliance with project requirements
• Ensure all construction works comply with approved plans, specifications, and contractual agreements

Required competencies and certifications

• Diploma in Civil Engineering or related field
• Certification as a Resident Technical Officer (RTO) by BCA/IES/ACES
• Knowledge of local building codes, regulations, and construction practices
• Familiarity with construction site safety procedures and regulations
• Ability to read and interpret engineering drawings and specifications
• Strong problem-solving skills and attention to detail
• Relevant experience in construction supervision, preferably in civil engineering projects
• Willingness to work on-site, including irregular hours and weekends if required

Preferred competencies and qualifications

• Experience with HDB BTO projects
