Job Summary
A Resident Technical Officer (RTO) for Housing Development Board (HDB) oversees construction projects to ensure quality, safety, and regulatory compliance, facilitating smooth project execution.
Responsibilities
- Conduct on-site inspections to monitor construction progress and verify quality standards
- Enforce adherence to safety regulations and construction guidelines on site
- Review and approve construction drawings, materials, and method statements for compliance
- Coordinate with QPS team, contractors, engineers, and stakeholders to resolve technical issues promptly
- Maintain detailed records of site activities including daily reports, progress updates, and quality control measures
- Verify that all works conform to approved plans, drawings, and specifications
- Provide technical support and guidance to project teams to ensure successful delivery
- Identify and report discrepancies, non-conformances, and site progress feedback to QPS team
- Collaborate with authorities and agencies to secure necessary approvals and permits for construction activities
- Participate in site meetings, inspections, and audits to ensure compliance with project requirements
- Ensure all construction works comply with approved plans, specifications, and contractual agreements
Required competencies and certifications
- Diploma in Civil Engineering or related field
- Certification as a Resident Technical Officer (RTO) by BCA/IES/ACES
- Knowledge of local building codes, regulations, and construction practices
- Familiarity with construction site safety procedures and regulations
- Ability to read and interpret engineering drawings and specifications
- Strong problem-solving skills and attention to detail
- Relevant experience in construction supervision, preferably in civil engineering projects
- Willingness to work on-site, including irregular hours and weekends if required
Preferred competencies and qualifications
- Experience with HDB BTO projects
Other Information
- Candidates must be Singaporean citizens, Singapore Permanent Residents, or hold valid work passes for foreign nationals.
