Role Summary

Lead the implementation, integration, and performanceoversight of enterprise risk management (ERM), workplace safety & health(WSH), fire safety,sustainability and Emergency Response Centre for a waferfabrication facility. Provide strategic direction and governance throughfunctional team leads, ensuring consistent execution across first and secondlines of defense, regulatory compliance, operational resilience, and alignmentwith evolving global sustainability standards.

Key Responsibilities

1. Enterprise Risk Management (ERM) Oversight、

  • Oversee the implementation and consistentapplication of the ERM framework across first and second lines of defensethrough respective team leads.
  • Ensure risk identification, assessment,mitigation, and monitoring are embedded in operational processes.
  • Review risk registers, control effectiveness,and reporting; ensure timely escalation of material risks.
  • Direct scenario testing, incident response,and crisis management including Business continual planning and readinessacross functions.
  • Conduct job and environment hazard and riskassessments, perform workplace evaluations, and implement corrective andpreventive actions

2. Safety & Health (WSH) Governance

  • Provide oversight on the implementation andenforcement of WSH systems (e.g., ISO 45001) through WSH team leads.
  • Ensure robust process safety management forhigh-risk operations (chemicals, gases, cleanroom environments).
  • Review incident trends, investigationquality, and closure of corrective actions.
  • Oversee contractor safety performance andcompliance.

3. Fire Safety Governance

  • Oversee fire safety management systems andensure compliance with statutory requirements and fire codes.
  • Ensure effectiveness of fire riskassessments, fire protection systems, and emergency preparedness throughdedicated leads.
  • Review inspection, testing, and maintenance(ITM) regimes and system reliability metrics.
  • Direct fire emergency planning, drills, andcoordination readiness with authorities.

4. Sustainability & Carbon Management Oversight

  • Provide direction and oversight onimplementation of sustainability initiatives, with focus on carbon footprint(Scope 1, 2, and relevant Scope 3).
  • Ensure robust carbon accounting, tracking,and reporting aligned to evolving global standards.
  • Review performance of energy, emissions,water, and waste programmes against targets.
  • Ensure integrity of ESG data for disclosuresand assurance.
  • Provide oversight on the implementation andenforcement of Environmental systems (e.g., ISO 14000 etc ) through team leads

5. Emergency Response Centre (24 hrs operation, 7 daysa week)

  • Provide direction ,oversight andimplementation of Emergency Response for all emergency on site
  • Lead and facilitate ERC (Emergency ResponseCommittee) related activities such as factory emergency response, fire, gasleak and others

6. Governance, Compliance & Assurance

  • Establish and maintain governance structuresensuring alignment across risk, safety, fire safety, and sustainabilityfunctions.
  • Review consolidated reporting for seniormanagement and board committees.
  • Provide second-line oversight and challengeto ensure control effectiveness across functions.
  • Implement audits, inspections, and regulatoryengagements.
  • Apply all relevant licenses, conduct tests andprovide necessary inspection reports on risk, environment and safety to drive continuous improvement
  • Lead and continually review existing and new Fabprocesses and equipment for EHS compliance, including managing waste, air,water, chemicals, gas and others

7. Leadership & Operating Model

  • Lead a team across first and second lines ofdefense.
  • Define clear roles, accountabilities, andperformance expectations across domains.
  • Drive alignment, coordination, andconsistency of execution across teams.
  • Build leadership capability within eachfunction and strengthen overall risk , environment and safety culture.
  • Lead and implement ISO14001, ISO45001, ISO14064,and ISO50001 management systems certification and compliance
  • Perform regular and ad-hoc inspections. audit sand supervise hazardous operations safely
  • Provide technical, regulatory and process guidance to address emerging EHS issues

8. Stakeholder Integration

  • Align with operations, engineering, andfacilities leadership to ensure effective implementation of controls.
  • Serve as the central coordination point across functions for risk, safety, fire, and sustainability matters.
  • Interface with neighbors, regulators, auditors, and emergency services at a leadership level.
  • Manage semiconductor process safety, establish Environment, Health and Safety (EHS)culture, implement and enhance the EHS program for employees and contractors

Education Qualification & Essential Experiences

  • A bachelor’s degree or higher in Engineering or Science background including Occupational Safety, Chemical Engineering or Chemistry, environmental science and emergency response or management
  • Minimum of 10 years of experience in semiconductor, electronics manufacturing, or other chemically intensive manufacturing industries and regulatory compliance preferred.
  • Possess industrial safety, environmental protection, and fire protection related certificates
  • Register MOM Workplace Safety & Health Officer (WSHO) / Certified SCDF Senior Fire Safety Manager (SFSM), Certified Energy Manager (SCEM) / Certified Greenhouse Gas Manager (GHG Manager)
