About this job

OBJECTIVES:

• To set-up operational systems and manage operations of a research and development laboratory focus on early development phases (phase 1 and 2) biologics and vaccines against strains of diseases prevalent in the developing world.

• Maintain day-to-day operational / functional readiness of laboratory.

• Upkeep of laboratory equipment and the temperature monitoring system.

• Oversee supplies and inventory control for the laboratory.

• Upholding health and safety aspects of the laboratory.

• Initiate, drive and promote Operational Excellence initiatives for laboratory operational improvement (eg. Kaizen, 5S).

• Maintain specialized software and licenses required for laboratory operations

• To be a Team Player with exceptional presentation and communication skills. Able to work with scientist from various function and background.

RESPONSIBILITIES:

• Set-up and implementation of laboratory inventory management system with inputs from voice of customers for just-in-time usage with FIFO methodology and asset- management system to ensure laboratory facilities and equipment maintenance schedules are adhere to.

• Set-up and implementation of paperless laboratory records system.

• Responsible for the efficient running of the research and development laboratory with high operational stability.

• Support and upholding of the health and safety aspect for the laboratory.

• To coordinate and attend to safety audit and/or other inspection for the laboratory.

• Lead laboratory related operational risk assessment.

• To develop, execute, maintain and improve routine duty rosters in laboratory with support from scientists.

• To plan and purchase materials / equipment for routine laboratory usage.

• Forecast and perform annual operational budget.

• Support service contractual discussion/negotiation with vendor and suppliers

• To collaborate with third party service providers (eg. cleaning provider, pest control, gas cylinder, waste management, landlord, etc) to ensure the laboratory is always in clean, maintained and at optimum operational state.

• To ensure the laboratory operating in compliance with current applicable regulation/authorities requirements (eg. Hazardous substance permit from NEA, Flammable Materials Permit from SCDF, etc).

• Plan and support annual building power maintenance.

• Initiate, drive and promote Operational Excellence initiatives for laboratory operational improvements.

• To contribute to laboratory improvement incentives such as waste and energy reduction efforts, materials/personnel flows in the laboratory, Lab coats cleaning, etc.

• Assist in sample/material shipments to/from Hilleman Laboratories, to/from other parties.

EDUCATION, BEHAVIORAL COMPETENCIES AND SKILLS:

• Degree/ Diploma in Chemical, Life Sciences, or closely related field with minimum 3 years of related laboratory management experience.

• Keen interest in setting up a “Sustainable Smart Lab” through the implementation of OE principles.

• Familiar with hazardous materials handling, classifications and associated permit and licenses requirement.

• Experience with materials inventory, asset-management systems will be an added advantage.

• Knowledge of laboratory equipment and their calibration / maintenance.

• Familiar with documents system for inventory, procurement, calibration/maintenance reports, electronic laboratory records, etc.

• Working experience in facility with Good Laboratory Practices (GLP) or other GxP system will be an added advantage.

• Experience in samples / materials shipment procedure and regulation will be an added advantage.

• Able to write work proposal, reports and present ideas.

• Ability to multi-task, think out-of-the box and embrace new ideas.

• Strong interpersonal communication and negotiating skills, diplomacy and positive influencing abilities.

• Attention to detail and excellent time/personal management skill.

• Have basic operational knowledge and able to provide training for laboratory supporting equipment such as washing machine, autoclave, fridge/freezer, temperature monitoring system, etc, and to coordinate its routine calibration and maintenance programs.

• To be a team player with exceptional presentation and communication skills.

• Certified First Aider and Fire/ Emergency Management will be an advantage.

• May require manual dexterity to operate office equipment (i.e. computers, phones, etc.) and lifting of up to 20kg of load.
