The Senior Application Team Leader – M&E Works is a senior technical and coordination position responsible for leading the planning, technical application, installation, integration, testing, commissioning, and handover of complex Mechanical & Electrical systems.
The position requires strong leadership, engineering knowledge, construction management capability, contractual awareness, and the ability to control multiple M&E disciplines simultaneously while maintaining strict requirements for safety, quality, programme, cost, statutory compliance, and client expectations.
The successful candidate must be capable of resolving technically difficult site issues, coordinating multiple stakeholders, challenging non-compliant proposals, and driving M&E works from design development through final completion and handover.
KEY RESPONSIBILITIES:-
1. M&E Technical Leadership
- Lead the technical application and implementation of M&E systems throughout the project lifecycle.
- Review M&E designs, specifications, drawings, calculations, schematics, equipment schedules, and technical submissions.
- Identify design gaps, discrepancies, constructability issues, clashes, and interface risks before site implementation.
- Provide technical direction to engineers, supervisors, subcontractors, specialist contractors, and site teams.
- Establish practical engineering solutions for complex M&E installation and integration problems.
- Ensure all M&E installations comply with approved drawings, specifications, applicable codes, standards, authority requirements, and project procedures.
- Challenge technically inadequate or non-compliant proposals and require appropriate corrective actions.
- Coordinate design changes and technical resolutions with consultants, designers, vendors, and project management.
2. M&E Application & Construction Management
- Take overall responsibility for the application and execution of M&E works within assigned project areas.
- Coordinate Mechanical, Electrical, ELV, Fire Protection, Plumbing, ACMV/HVAC, BMS, controls, and other specialist systems where applicable.
- Develop installation methodologies, work sequences, inspection requirements, and technical procedures.
- Monitor site progress against approved construction programmes and milestones.
- Ensure M&E works are properly coordinated with architectural, structural, civil, façade, and other trades.
- Review shop drawings and installation details to ensure site constructability.
- Resolve site constraints affecting equipment rooms, risers, plant rooms, ceiling spaces, shafts, services corridors, and congested areas.
- Ensure adequate access, maintenance clearance, equipment replacement routes, and operational requirements are considered before installation.
3.Engineering Coordination
- Lead M&E coordination meetings with consultants, contractors, subcontractors, suppliers, and internal project teams.
- Coordinate BIM/model information and identify M&E service clashes before construction.
- Review coordinated services drawings and ensure agreed solutions are incorporated into construction drawings.
- Control interfaces between M&E systems and architectural/structural works.
- Coordinate builder's work requirements, openings, sleeves, embedded items, supports, plinths, housekeeping bases, access panels, and penetrations.
- Ensure all interface requirements are identified and communicated before work proceeds.
4. Testing,Commissioning & Integration
- Develop and monitor testing and commissioning strategies for M&E systems.
- Coordinate pre-functional checks, inspections, testing, balancing, functional performance tests, integrated system testing, and final commissioning.
- Ensure testing documentation, test reports, certificates, and commissioning records are complete and traceable.
- Coordinate integrated testing between multiple systems, including power, ACMV, fire protection, fire alarm, BMS, ELV, lifts, security, and other interfaces where applicable.
- Lead the investigation and rectification of commissioning failures.
- Ensure systems achieve required performance criteria before client demonstration and handover.
5. QualityManagement
- Establish and enforce M&E inspection and quality-control requirements.
- Review Inspection & Test Plans (ITPs), Method Statements, Risk Assessments, checklists, and technical submissions.
- Monitor installation quality and ensure works are inspected at appropriate hold/witness points.
- Investigate non-conformances and implement effective corrective and preventive actions.
- Track defects, outstanding works, inspection failures, and rectification status.
- Ensure all concealed services are inspected and approved before closure.
- Maintain complete technical and quality records for handover.
6.Programme & Productivity Control
- Review M&E construction programmes and identify critical activities and dependencies.
- Monitor manpower, equipment, materials, work fronts, productivity, and installation progress.
- Identify programme risks early and develop recovery strategies.
- Coordinate accelerated works where required without compromising safety or quality.
- Ensure long-lead equipment and specialist materials are identified and tracked.
- Coordinate procurement, delivery, installation, testing, and commissioning activities against project milestones.
7. Contract& Commercial Awareness
- Review M&E scope requirements and identify discrepancies between drawings, specifications, schedules, and contract documents.
- Assist project management in identifying variations, additional works, omissions, and potential claims.
- Maintain proper technical records supporting variation and contractual submissions.
- Evaluate subcontractor technical proposals and scope boundaries.
- Monitor subcontractor performance against contractual obligations.
- Ensure technical instructions and changes are properly documented before implementation.
- Minimise rework, abortive works, material wastage, and unnecessary cost exposure.
8.Authority & Statutory Coordination
- Coordinate M&E requirements with relevant statutory authorities and regulatory bodies.
- Ensure systems meet applicable statutory, fire safety, electrical, environmental, building, and workplace requirements.
- Coordinate authority inspections, testing, submissions, approvals, and certificates.
- Track statutory comments and ensure timely closure of authority requirements.
- Ensure final installations accurately reflect approved submissions.
9. Safety& Risk Management
- Ensure M&E works are executed in accordance with project safety requirements and applicable regulations.
- Review M&E-related risk assessments and method statements.
- Identify high-risk activities involving electrical systems, lifting, pressure testing, hot works, confined spaces, working at height, energisation, and commissioning.
- Ensure appropriate isolation, lock-out/tag-out, permit-to-work, and safe-work procedures are implemented where applicable.
- Stop or escalate unsafe work when necessary.
- Participate in safety inspections, risk reviews, and incident investigations.
10.Leadership & Team Management
- Lead and mentor M&E engineers, supervisors, coordinators, and technical staff.
- Allocate responsibilities according to project priorities and individual competency.
- Establish clear technical standards and expectations for the team.
- Review team performance and provide technical guidance.
- Develop junior engineers and supervisors through structured coaching.
- Manage conflicts between internal teams, subcontractors, consultants, and other trades.
- Maintain professional communication under high-pressure project conditions.
