What are we looking for?

Arcadis has an excellent opportunity for an experienced Project Controls Lead. The Project Controls Lead will lead a Project Controls function based out of Singapore to manage SEA projects. He/she will carry out all cost control functions as a lead on various projects during the design, procurement, construction and handover phases. The Project Control Lead will continuously monitor variances from the cost and schedule baseline and will take effective corrective action to achieve minimum cost and time overruns. He/she will ensure that procedures are applied to monitor expenditure and performance against the progress of a project. All changes to the cost and schedule baseline need to be recorded and the expected final outcomes are continuously forecasted. The successful candidate will be responsible for the execution of deliverables within an agreed schedule, with in an agreed set of hours and to acceptable quality.

Job Scope:

  • Lead and manage a Project Controls in the effective and timely delivery of all aspects of Costs, Cost reporting, Schedule, Planning and Contracts in Singapore and SEA region projects.
  • Ensure that appropriate Project Controls strategies are prepared, reviewed and approved for all Projects.
  • Responsible for the execution of Project Controls deliverables within an agreed schedule agreed hours and to acceptable quality.
  • Establish rules and methodologies that are aligned with the client requirements for Project Cost reporting and forecasting.
  • Ensure compliance with existing approved Arcadis Project Controls procedures and oversee the development of all Project Controls procedural updates.
  • Ensure that accurate Project estimates and Forecasts are prepared and presented to all associated stakeholders on time.
  • Establish appropriate and accurate contract schedules, budgets and forecasts for all projects.
  • Ensure accurate Monthly cost reports are generated, reviewed and approved in a timely manner.
  • Provide all necessary information requested to manage and forecast project outcomes in relation to Costs, Schedule and Contracts including Change Management.
  • Implement appropriate Lean execution methods including Last Planner, Target Value Design, etc.
  • Manage and articulate communications with all key stakeholders throughout the lifecycle of projects both internally and externally.
  • Identify and lead strategic cost control efforts within a project.
  • Although the role is primarily office-based some site-based work will be required. Occasional in-country and overseas travel may also be necessary for short periods
  • Other reasonable work as requested by the Operations Director Singapore.

Job Requirements:

  • Candidates should have a third level qualification in the relevant discipline and typically 10+ years’ procurement/cost controls experience
  • Experience working in a multi-disciplinary design office or equivalent client engineering team
  • Experience managing a team of personnel in a similar environment
  • Knowledge of auditing, budgeting, estimating, and forecasting
  • Knowledge of lean working practices
  • Ability to work in a fast-paced working environment and meet deadlines
  • Excellent interpersonal, organizational, multitasking and communication skills
  • Strong presentation skills
  • Self-starter capable of working on own with minimal supervision and capable of supervising direct reports
  • Strong attention to detail and reporting skills
  • Computer literate.
