Commercial Executive – Marine MEP

WE’RE HIRING:

ICF International is seeking a detail-oriented

MEP Quantity Surveyor / Estimator – Marine Projects to support tendering, cost estimation and commercial activities for marine interior fit-out and vessel refurbishment projects.

The successful candidate will review MEP drawings and specifications, prepare quantity take-offs and cost estimates, obtain and evaluate supplier quotations, and support commercial activities from tender submission through project handover.

KEY RESPONSIBILITIES

• Review tender documents, MEP specifications, drawings, schematics, equipment schedules and other technical information.
• Identify the mechanical, electrical and plumbing scope of work, including missing information, technical conflicts, scope gaps and commercial risks.
• Prepare accurate quantity take-offs, Bills of Quantities and detailed cost estimates for materials, equipment, labour, installation, testing and commissioning.
• Review MEP requirements for cabins, toilets, public areas, galleys, offices, crew accommodation and other vessel spaces.
• Coordinate MEP requirements with ceilings, partitions, furniture, interior finishes and equipment.
• Prepare and issue requests for quotation to suppliers and subcontractors.
• Evaluate quotations based on technical compliance, price, lead time, delivery requirements and commercial terms.
• Prepare commercial comparison tables and recommend suitable suppliers or subcontractors.
• Develop tender pricing summaries, assumptions, exclusions, qualifications and supporting documents.
• Support tender clarifications, proposal revisions and commercial negotiations.
• Work with Procurement, Design, Project and Operations teams to ensure a complete commercial and technical handover following project award.
• Monitor MEP costs against approved project budgets.
• Prepare estimates and quotations for variations and additional works.
• Maintain supplier pricing, cost records and historical project data.
• Compare estimated costs against actual project costs to improve future estimating accuracy.
• Protect the confidentiality of company pricing and commercial information.

REQUIREMENTS

Essential:

• Preferred Diploma or bachelor’s degree in Mechanical Engineering, Electrical Engineering, Building Services Engineering, Quantity Surveying or a related discipline.
• • At least 2 years of relevant experience in MEP estimation, quantity surveying, tendering or commercial support.
• Good understanding of mechanical, electrical and plumbing systems, materials, equipment and installation methods.
• Ability to interpret MEP drawings, schematics, specifications and equipment schedules.
• Proficiency in quantity take-off, cost estimation, quotation analysis and tender preparation.
• Proficiency in Microsoft Excel and Microsoft Office.
• Strong numerical, analytical, communication and coordination skills.
• Ability to manage multiple tenders and work accurately within submission deadlines.

Preferred:

• Experience in marine, offshore, shipbuilding, ship repair or marine interior fit-out projects.
• Familiarity with PlanSwift, AutoCAD, ERP systems or other estimating software.
• Experience obtaining and commercially evaluating supplier and subcontractor quotations.
• Understanding of marine project requirements, vessel spaces and coordination between MEP services and interior works.
