Job Description & Requirements
This role supports the Town Council’s finance operational support by managing accounts receivable, resident billing and refunds, Temporary Occupation Licence (TOL) administration, collections, and audit support, while ensuring accuracy, compliance, and timely service delivery.
Key Responsibilities:
1. Accounts Receivable & Debtors Management
- Manage residents’ debit and credit balances, including transfers between accounts.
- Process credit balance refunds and issue debit balance notification letters.
- Monitor and manage SC debtors under legal action.
- Maintain and reconcile control and receivable accounts.
2. Refund Processing
- Handle refunds for excess or wrongly made payments, including S&CC refunds.
- Process refunds for terminated Temporary Occupation Licences (TOL).
- Ensure all refunds comply with approved financial procedures and controls.
3. Temporary Occupation Licence (TOL) Administration
- Manage the end-to-end TOL process.
4. Cash Collection & Reconciliation
- Upload and process daily mass collections received from banks and MSF.
- Assist with reconciliation of collections to ensure accuracy and completeness.
- Provide cashier backup support when required.
5. Resident & Operational Support
- Respond to resident and stakeholder enquiries via email and phone on finance-related matters.
- Provide daily responses to resident feedback emails.
- Support front-line finance operations, including phone answering.
6. Audit & Compliance Support
- Prepare audit schedules and supporting documentation for internal and external audits.
7. Others
- Undertake other duties as assigned.
Requirements:
• LCCI in Accounting or a related field; professional qualification (e.g., AAT) is an advantage.
• Minimum 5 years of relevant accounting/finance experience.
• Experience in a Town Council, public sector, or statutory board environment is preferred.
• Hands-on, detail-oriented, and able to work independently within a structured, compliance-driven environment.
• Strong team player with good interpersonal skills and the ability to collaborate with internal and external stakeholders.
• Proficient in Microsoft Excel.
• Positive attitude, proactive, and willing to learn and contribute.
• Diligent and committed, with the ability to meet deadlines and support team operations.
