Key Responsibilities
- Prepare and manage interim payment applications, valuations, and certifications in accordance with the contract (e.g. SOR, BQ, or FIDIC/PSSCOC-based forms).
- Measure and value completed works, including marine works (dredging, reclamation, piling, caissons, revetments) and civil/structural works, from drawings and site records.
- Prepare, review, and manage subcontract packages — tendering, award, contract documentation, and ongoing administration.
- Monitor project costs against budget, track cost variances, and prepare regular cost reports (CVRs) for management.
- Prepare, assess, and negotiate variation orders and claims, ensuring proper substantiation and timely submission.
- Administer contracts and monitor compliance with contractual terms, notices, and timelines (variations, extensions of time, claims).
- Assist in the procurement of materials, plant, and subcontracted works, including obtaining and evaluating quotations.
- Liaise with the client's quantity surveyor / consultants and subcontractors on measurement, valuation, and payment matters.
- Maintain accurate cost records, forecasts, and final account documentation.
- Support the preparation of final accounts and close-out documentation at project completion.
- Identify commercial risks and opportunities and escalate to the Commercial Manager as needed.
- Ensure compliance with company procedures, project quality standards, and relevant Singapore regulations (e.g. BCA, MOM, SCDF requirements as applicable to commercial administration).
Requirements
Education
- Degree or Diploma in Quantity Surveying, Civil Engineering, Construction Management, or a related field.
Experience
- Minimum 3–8 years of quantity surveying experience in Singapore, with prior exposure to marine, port, reclamation, or heavy civil infrastructure projects strongly preferred.
- Experience with large-scale, multi-package infrastructure projects (e.g. port, coastal, or land transport projects) is an advantage.
- Familiarity with FIDIC and/or PSSCOC forms of contract.
Skills & Competencies
- Strong measurement and estimating skills, including for marine and geotechnical works (dredging, reclamation, ground improvement, piling).
- Proficient in cost management and reporting; competent with MS Excel and standard QS/estimating software (e.g. CostX, Buildsoft, or similar).
- Good understanding of Singapore construction contract law and industry practice.
- Strong negotiation, communication, and stakeholder management skills.
- Detail-oriented, numerate, and able to work under programme pressure.
- Able to work effectively within a multicultural team, including Japanese management staff.
Other Requirements
- Willingness to be based at the Tuas site with regular site walks/inspections.
