HR Manager — Presto Drycleaners Pte Ltd

About the Role

Presto Drycleaners, a family-run dry cleaning and laundry business, is looking for an HR Manager to lead our people functions across recruitment, onboarding, compliance, and staff lifecycle management. You'll work closely with management to build and maintain HR systems that support our office, production, and driver teams.

Key Responsibilities

Recruitment

• Manage end-to-end hiring for Customer Service Officers, factory workers, drivers, and office staff — job postings, screening, interviews, reference checks, and onboarding

• Track hiring targets and pipeline against headcount plans

Onboarding & Compliance

• Prepare Letter of Offer contract templates for various departments

• Communicate HR policies, employee handbook, and foreign worker-specific requirements

• Set up and train new hires on the HR Opensoft system (payslips, leave requests, leave balances)

• Communicate career pathway information where applicable

Payroll & Statutory Compliance

• Oversee monthly payroll processing, CPF contributions, and statutory deductions

• Ensure compliance with MOM regulations, Employment Act, WICA, and CPF Act; keep HR policies updated with regulatory changes

Work Pass Management

• Handle new work pass applications (S Pass/Work Permit) and renewals, including quota and levy management

• Update worker records for customs and administrative requirements

• Manage security bond purchases for work permit renewals

Leave, Attendance & Employee Relations

• Oversee leave approvals, attendance tracking, and OT/MC records

• Manage grievances, disciplinary matters, and workplace disputes fairly and in line with company policy

Yearly HR Cycle

• Coordinate annual salary increment and AL leave encashment (March)

• Process Annual Bonus (ahead of CNY) and Retention Bonus (December)

• Manage annual performance review process

Insurance & Workplace Safety

• Handle work injury compensation matters

• Liaise on WSH-related matters, especially for factory and driver roles

Career Pathway Development

• Design career pathway frameworks for office staff, factory workers, and drivers

HR Reporting & Engagement

• Maintain headcount reports, turnover analysis, and HR metrics for management

• Support initiatives to improve retention and workplace morale across office, factory, and driver teams

Exit Management

• Conduct exit interviews and manage asset retrieval (uniforms, devices, keys)

• Coordinate air ticket purchases and work permit cancellations for foreign workers

What We're Looking For

• Diploma/Degree in HR Management, Business Administration, or related field

• Prior HR generalist or HR management experience, ideally in SME or operations-heavy environments

• Working knowledge of HR systems/software (e.g. Opensoft or similar payroll/HRIS platforms)

• Familiarity with Singapore Employment Act, CPF Act, WICA, and work pass regulations

• Comfortable managing HR for a mixed workforce (office, factory, and driver teams, including foreign workers)

• Strong interpersonal and communication skills to manage a diverse, multi-level workforce

• Organized, detail-oriented, and able to work independently
