Job Purpose

We are looking for an experienced Senior Manager, Learning & Development to lead and manage the company’s learning and development initiatives.

The role will work closely with business leaders, operations and HR to understand training needs, develop suitable programmes and support the development of employees at all levels.

Key Responsibilities

  • Develop and implement the company’s learning and development plans.
  • Identify training and capability gaps across the business.
  • Work with department heads to understand training needs and recommend suitable programmes.
  • Develop and manage leadership, supervisory and employee development programmes.
  • Support career development, talent development and succession planning initiatives.
  • Manage the full training process, including planning, coordination, delivery and evaluation.
  • Develop training materials, e-learning content and other learning resources.
  • Manage and improve the use of the company’s Learning Management System and digital learning tools.
  • Track training attendance, completion and effectiveness.
  • Prepare regular training reports and provide recommendations for improvement.
  • Manage external training providers and vendors.
  • Support mandatory, compliance and operational training requirements.
  • Keep up to date with relevant training grants, funding schemes and workforce development programmes.
  • Support other HR and employee development initiatives where required.

Requirements

  • Degree or Diploma in Human Resources, Learning & Development, Business or a related field.
  • At least 8 years of relevant L&D experience, including experience managing training programmes and stakeholders.
  • Experience in a managerial or leadership role will be preferred.
  • Good understanding of training needs analysis, programme development and training evaluation.
  • Strong communication, presentation and facilitation skills.
  • Able to work with employees at different levels, from frontline staff to senior management.
  • Comfortable working with digital learning platforms and Learning Management Systems.
  • Good planning, organisation and project management skills.
  • Able to manage multiple training initiatives at the same time.
  • Familiarity with SkillsFuture Singapore, Workforce Singapore and training funding schemes will be an advantage.

Preferred Experience

  • Experience in facilities management, cleaning, hospitality, engineering, service or other manpower-intensive industries.
  • Experience supporting a large frontline workforce.
  • Experience in developing digital learning or e-learning content.
