Job Overview
The Compliance Specialist – Transaction Monitoring will join Bangkok Bank Singapore’s Compliance Department and be responsible for conducting second-level AML/CFT transaction monitoring, investigation and compliance review across trade finance, remittances, cheque/cash and other banking transactions.
The role focuses on identifying and assessing potential money laundering, terrorist financing, sanctions and Trade-Based Money Laundering (TBML) risks, investigating transaction monitoring alerts, reviewing escalations from Business and Operations, and providing well-documented compliance recommendations.
The successful candidate should have strong knowledge of Singapore AML/CFT regulations, particularly MAS Notice 626, together with hands-on experience in transaction monitoring, AML investigations, Trade ECDD and suspicious transaction identification.
Key Responsibilities
Transaction Monitoring & AML Investigation
- Perform second-level review and investigation of transactions escalated by Business Units and Operations for potential AML/CFT concerns.
- Review trade finance transactions, remittances, cheque/cash activities and other banking transactions requiring Compliance assessment.
- Investigate alerts generated by the Bank's Transaction Monitoring System (TMS) and determine whether transactions can be reasonably explained, closed or require further escalation.
- Conduct detailed transaction analysis covering customer profiles, transaction patterns, counterparties, source/destination of funds, geographical exposure and other relevant risk indicators.
- Document investigation findings, risk assessments, mitigating factors and Compliance recommendations clearly and accurately.
Trade ECDD & Trade-Based Money Laundering
- Conduct enhanced transaction due diligence on higher-risk or unusual trade finance transactions.
- Identify and investigate potential Trade-Based Money Laundering (TBML) red flags.
- Assess whether trade transactions are consistent with the customer's business profile, expected activities and economic rationale.
- Maintain up-to-date knowledge of emerging TBML typologies, financial crime trends and industry best practices.
Suspicious Transaction Management
- Identify and monitor potentially suspicious activities and transactions.
- Escalate transactions presenting material AML/CFT concerns for further Compliance review.
- Support the timely investigation and reporting of suspicious transactions to the relevant authorities where required.
- Maintain comprehensive investigation records and supporting documentation for regulatory and audit purposes.
Compliance Advisory & Stakeholder Management
- Provide transaction monitoring and AML/CFT advisory support to Business Units and Operations.
- Work closely with relevant stakeholders to obtain information and supporting documents required for transaction investigations.
- Provide guidance regarding AML/CFT risks, transaction escalations, sanctions concerns and transaction monitoring requirements.
AML Controls, Reporting & Compliance Support
- Perform daily and monthly AML-related report checks.
- Maintain and update internal watchlists, local lists and high-risk country lists.
- Review watchlist reports and transaction escalations received from Business Units and Operations.
- Assist with KYC/CDD/ECDD reviews and provide documents or information required for internal/external audit reviews.
- Prepare AML statistics, management information and other Compliance reporting where required.
- Identify opportunities to strengthen transaction monitoring controls and improve AML investigation processes.
- Undertake other Compliance and AML/CFT responsibilities as assigned.
Job Requirements
- Recognised Bachelor's Degree or equivalent professional qualification.
- Approximately 3–5 years of relevant experience within banking or financial services.
- Minimum 2 years of hands-on AML/CFT Compliance experience specialising in Transaction Monitoring and investigations.
- Practical experience in pre- and post-transaction monitoring and investigation of transaction monitoring alerts.
- Knowledge and preferably hands-on exposure to Trade ECDD, Trade-Based Money Laundering (TBML), trade finance transactions and remittance monitoring.
- Strong working knowledge of MAS Notice 626, Guidelines to MAS Notice 626 and relevant Singapore AML/CFT regulatory requirements.
- Good understanding of sanctions, suspicious transaction identification, AML investigations, KYC/CDD/EDD and financial crime typologies.
- Experience investigating complex or unusual banking transactions and preparing clear Compliance recommendations.
- Strong analytical and investigative skills with excellent attention to detail.
- Good written communication skills, particularly in preparing investigation findings, Compliance comments, risk assessments, recommendations and escalation memos.
- Good interpersonal skills with the ability to communicate effectively with Business, Operations and Compliance stakeholders.
- Hands-on, independent, proactive and capable of managing multiple investigations and priorities.
- Strong team player with the initiative to identify issues and recommend improvements.
Ideal Candidate Profile
The ideal candidate will currently be working within a Bank's AML/Financial Crime Compliance or Transaction Monitoring team, with direct responsibility for investigating transaction alerts and escalations.
Candidates with experience within corporate, commercial or wholesale banking environments will be particularly relevant, especially those who have investigated:
- Trade finance transactions
- Cross-border remittances
- Corporate banking transactions
- Trade ECDD/TBML cases
- High-risk countries and counterparties
- Sanctions-related transactions
- Unusual or suspicious transaction patterns
