Safety Manager & Dormitory Management

The Safety Officer is responsible for developing, implementing, and maintaining the Company's Workplace Safety and Health (WSH) Management System. The role ensures compliance with the Workplace Safety and Health Act, Ministry of Manpower (MOM) regulations, and other statutory requirements. In addition, the Safety Officer will oversee the Company's Risk Assessment (RA) programme, Safe Work Procedures (SWP), and the management of foreign employee accommodation (dormitory).

Job Description:

• Ensure compliance with the Workplace Safety and Health (WSH) Act, subsidiary legislation, and Company safety policies.
• Conduct regular workplace inspections to identify unsafe conditions and recommend corrective actions.
• Investigate workplace accidents, incidents, dangerous occurrences, and near misses, and prepare investigation reports.
• Monitor the implementation and effectiveness of corrective and preventive actions.
• Conduct safety induction programmes for new employees and contractors.
• Organise toolbox meetings, safety briefings, and safety campaigns.
• Ensure all employees comply with PPE requirements and safe work practices.
• Liaise with MOM, external auditors, customers, and regulatory authorities on safety-related matters.
• Lead the development, review, and updating of Risk Assessments (RA) for all company work activities.
• Ensure Risk Assessments are communicated effectively to all employees and relevant stakeholders.
• Maintain the Company's RA Register and ensure periodic reviews are completed.
• Develop, review, and update Safe Work Procedures (SWP).
• Monitor implementation of risk control measures and ensure compliance during daily operations.
• Organise and document RA communication meetings and maintain attendance records.
• Maintain all safety records, inspection reports, training records, permits, licences, and statutory documentation.
• Coordinate internal and external WSH audits.
• Ensure timely renewal of safety-related licences, certificates, and registrations.
• Prepare monthly WSH reports and present safety performance to Management.
• Monitor safety KPIs and recommend continuous improvements.
• Develop and maintain Emergency Response Plans.
• Coordinate emergency drills, fire evacuation exercises, and emergency response training.
• Ensure emergency equipment is inspected and maintained.
• Manage the Company's foreign employee dormitory in compliance with MOM regulations.
• Coordinate employee accommodation allocation and occupancy records.
• Conduct routine dormitory inspections to ensure cleanliness, hygiene, maintenance, and safety standards are maintained.
• Liaise with dormitory operators, landlords, contractors, and government agencies regarding accommodation matters.
• Coordinate maintenance and repair works for dormitory facilities.
• Address employee welfare issues relating to accommodation and ensure prompt resolution.
• Maintain accurate dormitory documentation and records.
• Plan and coordinate mandatory WSH training for employees.
• Ensure employees possess valid safety certifications where required.
• Promote a positive safety culture throughout the organisation
• Support ISO, BizSAFE, and other management system audits where applicable.
• Assist Management in implementing continuous improvements in workplace safety.
• Perform any other duties assigned by Management.
