Summary
The Senior Technical Safety Engineer is responsible for executing and leading Technical Safety activities across projects and operations, ensuring compliance with regulatory, client, and corporate requirements, and embedding risk-based safety design throughout the project lifecycle. This role involves developing corporate technical standards, procedures, workflows, documents and ensuring they remain updated, practical, and fit-for-purpose while incorporating lessons learned from projects. The senior engineer shall support the lead engineer/ Head of Department and guide junior engineers in executing assigned tasks within the team and projects.
Key Responsibilities
Corporate and General
Develop corporate technical standards and procedures for topside safety systems engineering.
Develop workflows and engineering platforms for safety system design.
Support the Head of Department in managing the corporate organization.
Update and maintain the EPCI and O&M phase lessons learned database.
Act as the Project focal point for Technical Safety matters, interfacing with clients, regulatory authorities, classification societies, and third-party consultants.
Proposal and Pre-Award Phase
Conduct conceptual and feasibility studies to propose optimum and competitive technical solutions.
Prepare safety engineering documents incompliance with design codes, standards, and client specifications.
Provide engineering inputs and support to develop competitive proposals.
Ensure loss prevention and safety systems are optimized, efficient, safe, and environmentally compliant.
Review bid proposals and provide input for manhour and cost estimates.
Feasibility Study / Pre-FEED / FEED / EPCI Phase
Coordinate with other disciplines to provide and receive required engineering data.
Mentor and guide Technical Safety engineers, promoting technical excellence and knowledge sharing. Attend internal and external project meetings (with clients, third parties, subcontractors) and prepare minutes of meeting.
Report concerns, progress, and plans related to project management to the Project Lead Technical Safety Engineer and Head of Department.
Ensure engineering documents are prepared in compliance with design codes, standards, and client specifications.
Participate in workshops including HAZID,HAZOP, 3D model reviews, Bow-tie, and Technical Safety study assumption reviews.
Provide inputs, assumption and basis for Technical Safety studies and oversee Technical Safety studies including HAZID, HAZOP,ENVID, QRA, FERA, EERA, SIMOPS, ALARP demonstrations, and safety case deliverables.
Manage third-party consultants for specialized analyses (e.g. ENVID, QRA, FERA, EERA, SIMOPS, ALARP where applicable).
Ensure Technical Safety requirements are integrated into concept, FEED, detailed design, construction, commissioning, and operations phases.
Perform and provide input to Technical Safety tasks such as escape and evacuation plan, passive fire/ blast protection system, hazardous area classification, firewater demand calculation and emergency response design.
Review vendor deliverables concerning safety systems such as vendors’ scope of work and specification for firefighting, lifesaving & safety equipment.
Provide input to safety critical equipment specifications, performance standards, and verification activities.
Support project risk management, MoC processes, and incident learnings to drive continuous improvement.
Provide engineering support for construction, commissioning, and operations teams.
Operation and Maintenance Phase
Support operations and maintenance teams.
Provide technical solutions from Safety aspects
Required Skills, Experience and Qualifications
- Bachelor’s degree in Engineering (Chemical, Mechanical, Technical Safety, or equivalent)
- Minimum 12 years of experience in Technical Safety within offshore, oil & gas, FPSO, or EPC projects.
- Some hands-on experience with safety studies, risk assessments, and regulatory compliance.
- In-depth knowledge of international standards and regulations (e.g. ISO, IEC, API, NFPA, IMO, UK HSE).
- Experience engaging with clients, regulators, and class societies.
- Professional certification (e.g. Chartered Engineer, TÜV, CFSE, or equivalent).
- Strong experience in delivering Technical Safety documents such as firewater calculation, fire fighting P&IDs, HAC layout, safety & fire system layout, etc.
- Experience in liaising with different disciplines, project phases and nationalities for efficient project execution.
- Project schedule awareness and high standard of engineering professional integrity.
- Strong communication skills in project stakeholder and member engagement.
