Workplace Safety & Health Officer [HDB Project]

About the role

You will be deployed to one of our active construction projects, taking ownership of WSH and environmental compliance on site. Reporting to the [Safety Manager / Project Manager], you will work alongside the project team to keep our sites safe, compliant and audit-ready.

Key responsibilities

Risk management and compliance

• Assist the occupier in identifying and assessing foreseeable risks arising from the workplace and its work processes.
• Recommend reasonably practicable measures and safe work procedures to eliminate or control identified risks, and assist in implementing them.
• Ensure compliance with the WSH Act and subsidiary legislation, the Environmental Protection and Management Act, and all applicable orders and regulatory requirements.
• Liaise with MOM, NEA, BCA and other authorities on safety, health and environmental matters.

Systems and audits

• Administer and maintain the Safety and Health Management System (SHMS), including preparation for third-party external safety audits.
• Conduct internal EHS audits and inspections in line with project and ISO 45001 / ISO 14001 requirements.
• Measure and monitor project WSH performance, and present findings at WSH Committee meetings.

Incidents and training

• Investigate incidents and near-misses, determine root causes, and advise on remedial and preventive measures.
• Develop and conduct EHS training, toolbox briefings and safety orientation identified through risk assessments and safe work procedures.

Environmental Control Officer duties

• Carry out ECO duties under the EPMA, including monitoring of vector control, noise, dust and waste management, and submission of required records and reports to NEA.

What we're looking for

Essential

• MOM-registered Workplace Safety and Health Officer (WSHO).
• NEA-registered Environmental Control Officer (ECO).
• Diploma or Degree in Engineering, Occupational Safety and Health, Environmental Science or a related discipline.
• Minimum 5 years' WSH experience on building construction projects.
• Sound working knowledge of the WSH Act, EPMA and associated regulations, codes of practice and industry best practice.
• Strong communication skills, with the confidence to engage site teams and subcontractors on safety matters.

Advantageous

• HDB or commercial project experience.
• Experience preparing for and supporting bizSAFE Star, ISO 45001 or ISO 14001 certification audits.
• Additional certifications such as Fire Safety Manager, First Aid or Scaffold Supervisor.
