Job Title: Human Resources Director
As the Group expands its retail and commercial property portfolio across Singapore—including multiple shopping malls with ongoing construction and operational ramp-up—the complexity of HR management has increased significantly. The Group requires a senior HR leader who can:
- Build and implement a full-spectrum HR and administrative system from the ground up for a fast-growing business;
- Navigate local employment regulations and statutory compliance requirements with minimal oversight;
- Provide high-level governance support through board secretariat functions, including board meeting minutes, corporate filings, and executive coordination;
- Align HR strategy with the Group's long-term business objectives in Singapore, which involves frequent coordination with cross-border stakeholders in Greater China.
Due to the Group's decision-making culture, shareholder background, and daily communication channels require a professional who is fluent in both English and Chinese (spoken and written), and who understands the business practices, communication nuances, and decision-making protocols of Chinese enterprises operating in Singapore.
Key Responsibilities
1. Human Resources Management
- Lead full-spectrum HR operations, including organizational design, HR policy development, compensation and benefits, performance management, talent acquisition, training and development, succession planning, and employee relations.
- Manage headcount planning and labor cost optimization; ensure a healthy talent structure aligned with business growth.
- Oversee employment compliance, including work pass applications, statutory filings, and labor law adherence; mitigate employment risks and maintain positive labor relations.
2. Administration & Office Operations
- Oversee daily office administration, facilities management, fixed asset control, event coordination, and external administrative liaison.
- Ensure smooth and efficient office operations to support business continuity.
3. Board Secretariat Functions
- Support board-level meetings, including agenda preparation, minute-taking, resolution drafting, and follow-up on action items.
- Maintain corporate governance documentation and coordinate with senior management on board-related matters.
Requirements
1. Education
- Bachelor's degree or above in Human Resources, Business Administration, Law, Secretarial Studies, or a related field.
2. Language & Communication
- Fluent in English, with demonstrated ability to conduct business communication, draft official correspondence, andparticipate in cross-border meetings in English.
- Must be fluent in Mandarin Chinese(spoken and written) , as the role requires regular coordination with theChinese-speaking stakeholders across the region.
- Additional dialect proficiency inCantonese,, Hainanese, and Hakka is highly preferred.
3. Experience
- Minimum 8 years of full-spectrum HRmanagement experience, with at least 3 years in a senior HR leadership rolewithin a mid-to-large-sized enterprise.
- Proven experience in setting up andimplementing HR and administrative systems from scratch.
- Prior experience in board secretariatfunctions, corporate governance, or executive-level coordination is highlypreferred.
4. Competencies
- Deep expertise across all HR functions,with strong understanding of local employment laws, corporate compliance, andboard governance practices.
- Excellent written communication skills,with the ability to draft board-level documents, reports, and officialcorrespondence.
- Strong coordination, risk management, andstakeholder management capabilities.
- High level of discretion, integrity, andprofessionalism; able to work under pressure and handle sensitive informationwith confidentiality.
- Detail-oriented and execution-driven,with strong business acumen and a collaborative mindset.
