Key Responsibilities

Provide overall leadership and direction for work train operations and the project operations team, ensuring operational objectives are achieved effectively.

Oversee workforce planning and resource allocation, including manpower deployment, shift planning, training, and operational requirements.

Plan, coordinate, and supervise work train movements and track-access activities to ensure safe, efficient, and uninterrupted project operations.

Establish effective coordination with clients, contractors, site teams, and other stakeholders to facilitate smooth execution of operational activities.

Ensure operational activities comply with approved operating procedures, work plans, safety requirements, and applicable regulatory standards.

Manage operational risks and lead the response to incidents, including investigation, corrective measures, and recovery of operations.

Monitor workforce attendance, discipline, competency, training, and performance to maintain operational readiness and productivity.

Identify operational and manpower requirements and implement appropriate measures to improve efficiency and workforce utilisation.

Review and oversee the preparation of operational, manpower, and management reports, providing timely updates and recommendations to project management.

Requirements

  • Minimum 5 years of relevant experience in Works Train operations, railway construction, railway maintenance, or a related railway environment.
  • Minimum Diploma in Engineering, preferably in Civil, Mechanical, Electrical, or Railway-related disciplines.
  • Possess sound knowledge and practical experience in railway operations, track access, and work train activities.
  • Strong understanding of railway safety requirements, operating procedures, and risk management practices.
  • Experience in manpower planning, shift scheduling, and operational resource management.
  • Demonstrated ability to lead and supervise operations teams in a fast-paced project environment.
  • Good communication, coordination, and stakeholder management skills.
  • Strong problem-solving and decision-making abilities, particularly in handling operational issues and incidents.
  • Candidates with relevant railway, Works Train, or LTA project experience will have an added advantage.
