Contract Services Specialist -High-Volume Placement Management (Freelance )

We are seeking an experienced Contract Services Specialist to oversee, streamline, and manage a high-volume portfolio ofcontract placements. In this role, you will act as the operational linchpinoverseeing an active volume of approximately 1,000 contractor placements. Youwill ensure seamless administrative execution, regulatory compliance, riskmitigation, and lifecycle management from onboarding to offboarding. The idealcandidate brings a robust background in recruitment operations, human resourcescompliance, or high-volume contingent workforce management.

Key Responsibilities

• Oversee the end-to-end administration for a portfolio of approximately 1,000 active contract placements, ensuring process integrity and efficiency.
• Draft, review, issue, and execute high volumes of contractor agreements, statements of work (SOWs), amendments, and extensions in alignment with corporate and legal standards.
• Serve as the primary point of contact for contractors, internal recruitment teams, client managers, and external staffing partners to resolve operational bottlenecks quickly.
• Ensure all active placements comply with local labor laws, statutory requirements, tax regulations, and internal company policies.
• Proactively identify and manage contractual risks, extension discussions, performance issues, and offboarding procedures.

Required Qualifications & Skills

• Minimum 2+ years of experience in contract administration, recruitment operations, or contingent workforce/HR management, with demonstrable success handling large-scale portfolios (volumes of 500+ active placements).
• Familiarity with contract placement mechanics, recruitment agency workflows, Employer of Record (EOR) models, and independent contractor compliance.
• Exceptional organizational skills with the ability to manage high-volume administrative workflows accurately under tight deadlines.
• Working knowledge of Singapore employment laws, statutory benefits, and payroll coordination.
