Summary

The Senior Talent Acquisition Partner is responsible for leading end-to-end recruitment activities with a strong focus on volume hiring across operational and frontline workforce segments. The role partners closely with Heads of Department, Operations leaders, HR Business Partners, and Hiring Managers to develop effective talent acquisition strategies, build sustainable talent pipelines, and ensure timely fulfilment of manpower requirements. This position also oversees recruitment reporting, employer branding initiatives, government hiring programs, and onboarding coordination to deliver an exceptional candidate experience.

Duties and Responsibilities

  • Partner closely with Heads of Department, Operations leaders, HR Business Partners, and Hiring Managers to understand workforce plans, hiring forecasts, and talent requirements.
  • Drive end-to-end recruitment activities, including sourcing, screening, interviewing, offer management, and onboarding.
  • Lead high-volume recruitment campaigns to meet business hiring demands within established timelines and service level agreements as required.
  • Develop and execute recruitment strategies to attract qualified candidates for frontline, blue-collar, and operational positions.
  • Build and maintain strong talent pipelines through multiple sourcing channels, including job portals, social media platforms, employee referrals, recruitment agencies, community networks, and industry partnerships.
  • Manage recruitment metrics and reporting, including vacancies, time-to-fill, source effectiveness, hiring productivity, and recruitment costs.
  • Ensure recruitment activities are accurately tracked and maintained within the Applicant Tracking System (ATS) and other recruitment databases.
  • Organize and participate in career fairs, walk-in interviews, recruitment drives, school engagement programs, and industry events.
  • Establish and maintain partnerships with educational institutions, workforce agencies, community organizations, and government bodies to support talent attraction and workforce development initiatives.
  • Oversee the application, administration, and tracking of government grants, incentives, and support schemes related to workforce hiring.
  • Identify and implement process improvement initiatives to enhance recruitment efficiency, improve the candidate experience, and increase hiring manager satisfaction throughout the end-to-end recruitment process.
  • Ensure compliance with employment legislation, fair hiring practices, data privacy requirements, and company policies throughout the recruitment process.
  • Support onboarding activities to ensure a seamless transition and positive experience for new hires.
  • Support HR projects and initiatives as required.
  • Perform any other duties assigned by the Department Head.

Requirements

  • Minimum Diploma in Human Resource Management, Business Administration, or a related discipline.
  • At least 5 years of Talent Acquisition or recruitment experience, preferably with significant exposure to volume hiring in blue-collar, operational, logistics, facilities management, manufacturing, or service industries.
  • Proven track record of managing high-volume recruitment campaigns and delivering hiring targets within tight timelines.
  • Strong knowledge of full-cycle recruitment processes, sourcing strategies, interview methodologies, and candidate assessment techniques.
  • Experience partnering with Hiring Managers and business leaders to develop workforce and recruitment solutions.
  • Familiarity with Singapore employment legislation, including the Employment Act and fair hiring practices.
  • Experience working with government agencies, workforce development programs, grants, and employment initiatives will be an advantage.
  • Strong stakeholder management, communication, and relationship-building skills.
  • Data-driven mindset with experience in recruitment analytics, reporting, and process optimization.
  • Proficient in Microsoft Office applications, particularly Excel and PowerPoint.
  • Experience with Applicant Tracking Systems (ATS) incl. SAP SuccessFactors and LinkedIn Recruiter is preferred.
  • Organized, meticulous, and able to manage multiple hiring priorities simultaneously.
  • Self-motivated, resilient, and able to thrive in a fast-paced, high-volume recruitment environment.
  • Excellent command of written and spoken English.
