HR Manager

We are seeking an experienced and proactive Human Resource Manager to lead the full spectrum of HR functions for our Singapore operations. This role partners closely with business leaders to drive people strategies, enhance employee engagement, ensure regulatory compliance, and support organisational growth.

Key Responsibilities

Talent Acquisition & Workforce Planning

• Lead end-to-end recruitment activities for corporate and operational positions.

• Partner with department heads on manpower planning and hiring strategies.

• Manage onboarding, probation, confirmation and offboarding processes.

• Support employer branding and talent attraction initiatives.

HR Operations & Compliance

• Oversee the full employee lifecycle and HR administration.

• Develop, review and implement HR policies, procedures and best practices.

• Ensure compliance with Singapore employment laws, including the Employment Act, and applicable statutory requirements.

• Maintain accurate employee records, employment contracts and HR documentation.

• Coordinate payroll administration and statutory submissions, including CPF and other applicable requirements.

• Ensure HR practices are aligned with prevailing Singapore regulations and company policies.

Performance Management & Employee Development

• Manage performance appraisal processes and employee development initiatives.

• Support training, learning and succession planning programmes.

• Work with managers to establish performance objectives and career development plans.

• Identify opportunities to enhance employee capability, engagement and retention.

Employee Relations

• Provide HR advisory support to managers and employees.

• Handle employee relations matters, disciplinary cases and investigations in accordance with company policies and applicable employment legislation.

• Foster a positive, engaged and high-performing workplace culture.

• Support managers in resolving workplace issues and maintaining effective employee relationships.

HR Reporting & Projects

• Prepare HR reports, metrics and manpower analysis for management review.

• Support internal audits, process improvements and HR transformation initiatives.

• Collaborate with regional stakeholders on HR initiatives, policies and standardisation.

• Drive continuous improvement of HR processes, systems and practices.

Requirements

• Bachelor's Degree in Human Resource Management, Business Administration, Psychology or related disciplines.

• Minimum 8–12 years of HR experience, including experience in a managerial or supervisory capacity.

• Strong experience across the full spectrum of HR functions.

• Sound knowledge of Singapore employment legislation and statutory requirements, including the Employment Act and CPF requirements.

• Experience in engineering, oil & gas, marine, construction or project-based industries is an advantage.

• Strong communication, stakeholder management and leadership skills.

• Proficient in Microsoft Office and HRIS systems.

• Strong organisational skills with the ability to manage multiple priorities in a fast-paced environment.

• A hands-on, proactive and business-oriented approach to HR.
