Risk & Compliance Advisory(Licensing) - Contract

We are growing our team in Singapore and we are currently seeking a risk and regulatory compliance expert to support independent assessments of compliance and risk management frameworks, policies, and programs.

Key Responsibilities

Regulatory Universe Validation

Validate the list of MAS mandated laws, regulations, notices, and guidelines applicable to the relevant licence category (wholesale bank licence and/or fund management licence), in line with the business and products/services of the financial institution. Confirm completeness and currency of the regulatory universe against the regulator's latest issuance, flagging changes relevant to the scope of assessment.

Compliance and Risk Framework Review

Assist in the review of the overall compliance and risk management framework, assessing whether it is commensurate with the scale, complexity, and risk profile of the financial institution's business. Evaluate the design and, where applicable, the operating effectiveness of the framework's constituent elements, including policies, processes, systems, and resources. Bring hands-on experience across AML/CFT, Business Continuity Management, Technology Risk/Cyber, Third-Party Risk Management, and Risk Management, aligned to MAS regulatory requirements and expectations.

Quality Assurance of Independent Assessment Reports

Conduct independent QA review of draft reports, challenging observations, recommendations, and the applicable regulatory requirement cited. Verify consistent application of the agreed rating methodology, for example gap severity and remediation priority tiers, across all requirements reviewed. Ensure findings are scoped correctly to the nature of the assessment, whether pre-commencement readiness or ongoing operating effectiveness.

Licensing and Compliance Advisory Support

Respond to questions from the engagement team on the regulator's licensing requirements and conditions applicable to the relevant licence category. Advise on how regulatory obligations translate into practical compliance expectations. Support interpretation of regulator correspondence or licensing conditions where relevant to the scope of the assessment.

Required Experience

Prior experience with regulated financial institutions in Singapore, ideally spanning wholesale banking, capital markets, and/or fund management licensing. Familiarity with the regulator's Notices, Guidelines, and relevant primary legislation, such as the Banking Act and the Securities and Futures Act, as well as the underlying regulatory expectations. Experience conducting or reviewing regulatory compliance gap assessments and independent assessment reports. Strong QA and report-review discipline, with comfort challenging findings against source regulatory text.

Engagement Details

Basis: Independent consultant, engaged for the duration of the assessment project. Duration, start date, and rate to be confirmed based on project scope. Interested consultants should be prepared to share availability and relevant engagement history with financial institutions in Singapore.
