about the job

• Lead the entire tender lifecycle—from identifying opportunities to timely final submission—while continuously improving bidding processes
• Generate precise costings from first-principle build-ups and conduct detailed quantity take-offs
• Apply strong technical knowledge of infrastructure works and methodologies to define project scopes and strategic pricing
• Collaborate cross-functionally to craft compelling, high-quality tender documents that effectively communicate the company’s value proposition
• Evaluate subcontractor quotations, cross-check quantities to prevent omissions, and assess cost impacts (including value engineering and variations)
• Manage, guide, and mentor the Quantity Surveying (QS) team to ensure high performance and accuracy under tight deadlines

skills & experience required

• Bachelor's Degree in Quantity Surveying/Construction/Civil Management
• Minimum 5 years of tendering and costing estimation / contract management in building construction / LTA / Infra / MRT projects (mutiple headcount for different projects)
• Proficient in cost estimation software and MS Excel
• Proven track record of leading successful bids and securing new business
• Deep commercial acumen, including expertise in contract law and negotiation strategies
