What You'll Do

  • Champion product thinking — go beyond requirements gathering to understand user needs and articulate the "why" behind new features and initiatives
  • Lead user-centric discovery — partner with business teams to uncover citizen, business, and agency needs through human-centric and visual methods
  • Apply modern methodologies — use Product Management, Design Thinking, and Service Design approaches to identify pain points and design future-state solutions
  • Evaluate technology strategically — assess and recommend technologies aligned with BCA's digital direction, such as cloud adoption, legacy modernization, and the SG Tech Stack
  • Deliver iteratively — work within an Agile framework to define user stories, set acceptance criteria, and manage the product backlog
  • Manage the product lifecycle — support existing systems through iterative enhancements, issue resolution, and eventual decommissioning
  • Collaborate across stakeholders — liaise with internal teams, other government agencies, and industry partners to ensure alignment with the broader ecosystem
  • Manage vendors and partners — work with system vendors, interface partners, and helpdesk teams to resolve issues in line with the product roadmap
  • Drive continuous improvement — analyze product performance and user feedback to propose data-driven enhancements
  • Ensure WOG compliance — align all solutions with Whole-of-Government policies on digital governance, security, and compliance

What We're Looking For

  • A degree in Computer Science, Information Technology, Computer/Electronics Engineering, or a related field
  • At least 5 years of experience in business analysis, product ownership, or a similar role within a product-centric environment
  • A proven track record working in Agile, Scrum, or other modern product development methodologies
  • Demonstrated experience applying product thinking to solve complex problems
  • Experience supporting and managing enterprise systems, including liaising with vendors, helpdesks, and multi-agency stakeholders
  • Familiarity with Whole-of-Government (WOG) frameworks, security policies, and compliance standards
  • Working knowledge of AI tools and concepts is a strong advantage
  • Strong analytical, facilitation, and problem-solving skills, particularly in discovery and prototyping
  • Excellent stakeholder engagement and communication skills, with the ability to influence and pitch ideas effectively
  • A self-motivated, adaptable mindset with a genuine eagerness to learn and improve
