Business Analyst

Join a Singapore government agency's digital transformation team as a Business Analyst, bridging business needs and technical delivery for public-facing and internal digital services.You'll work closely with stakeholders, product owners, and a cross-functionalScrum team to shape requirements, drive solution design, and support smooth releases end to end.

What You'll Do

• Engage business stakeholders, product owners, operational teams, and vendors to elicit, analyse, and frame business requirements
• Translate business requirements into functional specifications, user stories, acceptance criteria, process flows, service journeys, and wireframes
• Conduct impact assessments and gap analysis for business requirements, incidents, and integration initiatives
• Analyse existing business processes and recommend improvements to service delivery, user experience, and operational efficiency
• Facilitate requirement workshops, solution walkthroughs, sprint refinement sessions, and user acceptance discussions
• Work closely with the cross-functional Scrum team to ensure requirements are accurately translated into system solutions
• Support solution design discussions involvingOutSystems, AWS services, APIs, and external system integrations
• Review functional designs and proposed solutions for alignment with business objectives and operational needs
• Assist in release planning, requirement prioritisation, and backlog grooming and management
• Support SIT/UAT activities, including test scenario preparation, result collation, defect triage, and deployment readiness assessments
• Assist with incident investigations, root cause analysis, and service recovery activities for production issues
• Prepare and maintain documentation, includingrequirements, functional specifications, process maps, user guides, and training materials
• Collaborate with cybersecurity, operations, platform,and infrastructure teams to ensure compliance with government policies and system governance standards
• Support change management, stakeholder communications,and user adoption activities, including conducting user training sessions

Core Key Skills

• 5+ years of experience as a Business Analyst
• Experience in agile-scrum methodology and end-to-end project lifecycle, including writing user stories and participating in sprint ceremonies
• Experience with tools such as Confluence, JIRA, or similar project management and documentation platforms
• Experience in UAT
• Experience building digital products for government or public sector clients
• Experience integrating legacy systems into modern platforms

Nice to Have

• Experience with OutSystems-based delivery
• Familiarity with the broader GovTech technology stack
• Experience handling legacy tech systems
• Experience integrating applications with AI or machine learning services
• Experience in UX design and problem discovery, including user research facilitation, co-creation workshops, problem framing, service blueprinting, and user journey mapping
• Familiarity with AI tools to accelerate research synthesis, requirements documentation, and ways of working
