The Compliance Manager is responsible for ensuring that the company operates in full compliance with all applicable regulatory requirements, particularly under the Monetary Authority of Singapore (MAS). The role oversees regulatory compliance, internal controls, advisor supervision, AML/CFT, AI governance, and risk management while supporting business growth through strong governance practices.

Key Responsibilities

1. Regulatory Compliance

  • Ensure ongoing compliance with the Financial Advisers Act (FAA) and all relevant MAS regulations.
  • Maintain and update compliance policies and procedures.
  • Monitor regulatory developments and assess business impact.
  • Liaise with MAS on regulatory matters.
  • Prepare and coordinate MAS submissions and regulatory reporting.

2. Advisor Supervision

  • Monitor advisory activities to ensure compliance with regulatory and internal standards.
  • Review sales quality and advisory documentation.
  • Conduct regular file reviews and compliance audits.
  • Investigate potential misconduct.
  • Recommend corrective actions.

3. AML / CFT

  • Oversee Anti-Money Laundering and Countering the Financing of Terrorism framework.
  • Perform compliance monitoring.
  • Review suspicious transaction reports.
  • Maintain sanctions screening processes.
  • Conduct periodic AML risk assessments.

4. AI Governance

  • Establish governance framework for AI-assisted financial advice.
  • Monitor AI recommendations for regulatory compliance.
  • Ensure explainability and transparency of AI-generated recommendations.
  • Review AI model changes before deployment.
  • Work closely with Technology and Product teams on AI risk controls.

5. Product Governance

  • Review new financial products before launch.
  • Ensure product suitability frameworks remain compliant.
  • Participate in Product Approval Committee.
  • Monitor ongoing product performance and customer outcomes.

6. Risk Management

  • Identify compliance and operational risks.
  • Conduct enterprise compliance risk assessments.
  • Recommend mitigation measures.
  • Maintain Compliance Risk Register.

7. Compliance Monitoring

  • Develop annual compliance monitoring programme.
  • Perform thematic reviews.
  • Conduct branch and advisor audits.
  • Track remediation actions.

8. Complaints Handling

  • Oversee regulatory complaints.
  • Investigate complaints.
  • Recommend improvements.
  • Report complaint trends to management.

9. Internal Policies

Maintain policies including:

  • Compliance Manual
  • FAA Compliance Policies
  • AML/CFT Policy
  • Conflict of Interest Policy
  • Personal Account Dealing Policy
  • Gifts & Entertainment Policy
  • Data Protection Policy
  • AI Governance Policy
  • Cybersecurity Compliance Procedures

Qualifications

  • Relevant MAS certifications where required.
  • Strong understanding of:
  • - Financial Advisers Act
  • - MAS Notices and Guidelines
  • - AML/CFT requirements
  • - PDPA
  • - Operational risk management
  • - AI governance (preferred)

Experience

  • >5 years' experience in Compliance in Financial Advisory industry
  • Experience dealing directly with MAS.
  • Experience implementing compliance frameworks.
  • Experience supervising representatives.

Skills

  • Excellent knowledge of MAS regulations.
  • Strong analytical and investigation skills.
  • High integrity and professional judgment.
  • Strong communication and stakeholder management.
  • Ability to work with technology teams.
  • Familiarity with AI-enabled financial services is an advantage.
