Workplace Safety and Health Officer (WSHO)

Key Responsibilities

• Implement and monitor the project’s Workplace Safety and Health Management System.
• Conduct regular site inspections, safety audits and workplace observations to identify unsafe conditions and practices.
• Monitor WSH requirements for twin-bored tunnelling and TBM operations, including underground works, shaft works, lifting operations, confined spaces, temporary works and plant/equipment activities.
• Advise project management and site personnel on WSH requirements, risk controls and safe work practices.
• Review and monitor Risk Assessments, Safe Work Procedures, Method Statements and Permit-to-Work systems.
• Conduct and facilitate toolbox meetings, safety briefings, site inductions and WSH training.
• Follow up on safety observations, inspection findings and corrective actions to ensure timely closure.
• Monitor subcontractors and ensure that their activities comply with site WSH requirements.
• Participate in project safety meetings, coordination meetings and emergency preparedness exercises.
• Maintain proper WSH records, inspection reports, incident reports, training records and safety documentation.
• Support the implementation of emergency response and crisis management procedures.
• Promote a strong safety-first culture among employees, subcontractors and site personnel.
• Perform other WSH-related duties as assigned by the management team.

Requirements

• Possess a valid Workplace Safety and Health Officer (WSHO) registration recognised by MOM.
• Minimum 5 years of relevant WSH experience in the construction industry.
• Candidates with experience in MRT, tunnelling, underground construction, TBM or major civil infrastructure projects will have an advantage.
• Good knowledge of Singapore Workplace Safety and Health legislation, regulations and relevant Codes of Practice.
• Familiarity with Risk Assessment, Safe Work Procedures, Permit-to-Work systems, incident investigation, safety inspections and audits.
• Strong understanding of construction site hazards and appropriate risk control measures.
• Good communication, interpersonal and coordination skills.
• Able to work independently and effectively with workers, supervisors, engineers, subcontractors and project management.
• Willing to work in a construction site and tunnelling environment, including shift work, weekends or extended hours where required.
