Head of Legal & Compliance (Trust & Fiduciary)

We are representing an international fiduciary group with over 10 billion in AUM and more than 20 years of track record. They are known for director-led governance and the group is expanding it's Singapore office to serve High-Net-Worth individuals, family offices, and corporate clients across Asia.

This role will lead and maintain the legal, regulatory and compliance framework for the firm's Singapore operations. Serving as a trusted advisor to the Board of Directors, this individual will oversee AML/CFT/CPF, data protection, regulatory relationships and legal risk management.

Responsibilities:

Regulatory Leadership & Governance

• Act as the designated Group Compliance Officer and primary liaison with the Monetary Authority of Singapore (MAS), the Accounting and Corporate Regulatory Authority (ACRA), and the Suspicious Transactions Reporting Office (STRO).

• Advise the Board of Directors on all legal, regulatory, and governance developments, ensuring ongoing compliance under the Trust Companies Act (TCA 2005) and Corporate Service Providers (CSP) Act 2024.

• Attend Board and New Business Committee meetings as the Subject Matter Expert for compliance and regulatory risk.

Financial Crime & Risk Management

• Maintain full oversight of the firm's AML/CFT/CPF, Sanctions, and Anti-Bribery & Corruption (ABC) frameworks.

• Serve as the Money Laundering Reporting Officer (MLRO); investigate, document, and submit Suspicious Transaction Reports (STRs) to the STRO when necessary.

• Conduct ongoing Business Risk Assessments (BRA) and Enterprise-Wide Risk Assessments (EWRA) to ensure robust internal controls.

Legal Advisory & Oversight

• Review and draft bespoke legal documentation, trust deeds, corporate resolutions, and client onboarding agreements.

• Manage relationships with external legal counsel on complex or cross-border matters.

• Ensure group entity compliance with data privacy obligations under the Personal Data Protection Act (PDPA 2012).

Experience/ Qualification:

• Recognized degree in Law, Finance, Economics, or related field.
• Professional qualification as an admitted Lawyer, Chartered Secretary, CPA, or Senior Compliance Specialist (e.g., ICA/ACAMS).
• At least 10 years of total experience in legal, regulatory, or compliance functions within financial services.
• Minimum 5 years of senior management experience specifically within the trust and fiduciary services sector in Singapore.
• In-depth knowledge of local regulatory statutes, including the Trust Companies Act 2005, Corporate Service Providers Act 2024, Personal Data Protection Act 2012, and CDSA 1992.
• Proven success establishing and maintaining constructive relationships with MAS and ACRA officers.
