About this job

1. Technical Management

  • Take overall responsibility for the technical management of assigned tanker vessels.
  • Ensure vessels are maintained to a high standard of safety, reliability and operational readiness.
  • Monitor vessel machinery, equipment and structural condition.
  • Ensure effective implementation of the Planned Maintenance System (PMS).
  • Review and follow up on defects, breakdowns and outstanding maintenance.
  • Provide technical support to Masters and Chief Engineers.
  • Monitor machinery performance, fuel consumption and vessel efficiency.
  • Review technical reports and ensure timely corrective action.

2. Tanker-Specific Responsibilities

  • Maintain vessels in compliance with applicable tanker industry standards and charterer requirements.
  • Ensure readiness for SIRE inspections and terminal vetting.
  • Monitor and close out findings from SIRE, PSC, Class, Flag and internal inspections.
  • Coordinate maintenance of cargo pumps, cargo piping, valves and associated systems.
  • Monitor condition and maintenance of:Cargo tanksBallast systemsCargo heating systemsInert Gas SystemCrude Oil Washing System, where applicableTank cleaning systemsCargo pumps and stripping systemsVapour return systemsTank gauging and monitoring systemsHigh-level and overfill protection systemsCargo control systems
  • Support preparation for oil major inspections and terminal approvals.
  • Ensure technical deficiencies affecting vessel vetting are promptly addressed.

3. Dry-Docking & Repairs

  • Plan and manage vessel dry-dockings and major repair periods.
  • Prepare repair specifications and dry-dock work lists.
  • Obtain and evaluate quotations from shipyards and contractors.
  • Negotiate repair costs and monitor project expenditure.
  • Attend vessels during dry-docking as required.
  • Coordinate Class, Flag and statutory surveys during docking.
  • Ensure proper testing, commissioning and close-out of repair works.
  • Monitor major machinery overhauls and critical equipment repairs.

4. Budget & Cost Control

  • Prepare annual technical budgets for assigned vessels.
  • Monitor vessel expenditure against approved budgets.
  • Review purchase requisitions and technical procurement.
  • Evaluate quotations and ensure competitive procurement.
  • Control repair, maintenance and spare-parts expenditure.
  • Identify opportunities for cost savings without compromising safety or vessel reliability.
  • Provide regular budget and expenditure reports to management.

5. Compliance & Safety

Ensure compliance with:

  • IMO requirements
  • SOLAS
  • MARPOL
  • ISM Code
  • ISPS Code
  • MLC
  • Flag State requirements
  • Classification Society requirements
  • OCIMF requirements
  • SIRE requirements
  • Company Safety Management System
  • Charterer and oil-major requirements
  • Participate in incident, accident and near-miss investigations.
  • Conduct root-cause analysis and ensure corrective/preventive actions.
  • Monitor implementation of company policies and procedures.
  • Participate in internal and external audits.

6. Vessel Inspections

  • Conduct regular vessel visits and technical inspections.
  • Prepare detailed inspection reports.
  • Monitor housekeeping, machinery condition and maintenance standards.
  • Identify potential failures and recommend preventive measures.
  • Follow up on deficiencies until satisfactory closure.
  • Attend vessels during critical operations, inspections and repairs when required.

7. Crew Management

  • Work closely with the Crewing Department to ensure suitably qualified technical officers are assigned.
  • Monitor performance of Chief Engineers and engineering teams.
  • Provide technical guidance and mentoring to vessel staff.
  • Identify training and competency requirements.
  • Support appraisal and evaluation of senior engineering officers.

8. Class, Flag & External Stakeholders

Maintain effective working relationships with:

  • Classification Societies
  • Flag Administrations
  • Port State Control
  • Shipyards
  • Manufacturers
  • Service companies
  • Oil majors
  • Charterers
  • Terminal operators
  • Insurance/P&I representatives
  • Technical consultants and surveyors

Coordinate statutory surveys, recommendations, conditions of class and technical documentation.

9. Emergency Response

  • Provide technical assistance during vessel emergencies, breakdowns and major incidents.
  • Coordinate with vessel crew, management, Class, manufacturers and emergency contractors.
  • Attend casualty sites where required.
  • Assist with investigation, repairs and vessel recovery.

10. Energy Efficiency & Sustainability

  • Monitor vessel fuel and energy performance.
  • Support implementation of SEEMP and CII requirements.
  • Identify opportunities for fuel and emissions reduction.
  • Monitor performance of energy-saving devices and operational improvements.
  • Support decarbonisation and sustainability initiatives within the fleet.
