  • Working Hours: Mon – Thur: 8:30 – 6:00 | Fri: 8:30am – 5:30pm
  • Fresh Graduates: Welcome to apply & successful candidates may be appointed as Assistant Manager
  • Training: Civil Engineering background preferred

Key Responsibilities:

Project Planning & Management

  • Lead the planning, design, supervision, and project management of major land reclamation and port development projects
  • Undertake project planning and establish project budgets, schedules, and implementation requirements
  • Monitor overall project progress to ensure projects are delivered according to approved plans and timelines
  • Provide technical and project management oversight throughout the project lifecycle
  • Coordinate with internal stakeholders, consultants, contractors, and relevant agencies to ensure smooth project execution

Tender & Contract Management

  • Draft technical and tender specifications for consultancy and construction works
  • Administer construction contracts and ensure compliance with contractual requirements
  • Review and manage progress claims, variation orders, and other contractual matters
  • Ensure proper documentation and records are maintained throughout the project lifecycle

Consultant & Construction Supervision

  • Lead and manage a team of Supervision Consultants involved in construction management, contract administration, and site supervision
  • Oversee consultants to ensure construction activities are carried out in accordance with approved specifications, drawings, schedules, and contractual requirements
  • Review technical submissions and provide appropriate direction on project issues

Project Progress & Schedule Monitoring

  • Track and monitor project progress against approved schedules and milestones
  • Oversee the quantitative analysis and schedule tracking of the Contractor's Programme of Works
  • Work with consultants and contractors to implement appropriate mitigation measures
  • Prepare and review progress updates and project reports for management

Budget & Expenditure Management

  • Monitor project expenditures against approved budgets
  • Track and review contract progress claims and payment matters
  • Manage variation orders and assess their impact on project costs and timelines
  • Monitor budget utilisation and identify potential cost overruns or financial risks
  • Ensure project expenditure is properly documented and managed in accordance with relevant requirements

Technical & Project Coordination

  • Review and resolve technical issues arising during project implementation
  • Coordinate with consultants, contractors, internal teams, and relevant stakeholders on project requirements
  • Provide technical input and recommendations to support project decision-making
  • Ensure project activities remain aligned with technical specifications and project objectives

Agency & Stakeholder Management

  • Liaise with relevant government agencies and stakeholders on project-related requirements
  • Coordinate meetings, discussions, and follow-up actions with project stakeholders
  • Maintain effective communication and working relationships with consultants, contractors, and internal teams
  • Support timely resolution of stakeholder and project-related issues

Requirements:

  • Degree or Diploma in Civil Engineering or a related discipline
  • Civil Engineering training/background is preferred
  • Fresh graduates are welcome to apply; successful fresh graduates may be considered for an Assistant Manager position
  • At least 3 years of relevant experience in civil engineering project management or site supervision of infrastructure projects will be advantageous
  • Experience in major infrastructure, reclamation, marine, or port development projects will be an advantage
  • Well versed in the Public Sector Standard Conditions of Contract (PSSCOC) for construction works
  • Experience in contract administration, tender management, project budgeting, progress claims, and variation orders is advantageous
  • Strong project management, analytical, and problem-solving skills
  • Registration with the Professional Engineers Board Singapore (PEB) will be an advantage
