Procurement Executive (Contract)

*Please note that this is a 18 months contract position. The work schedule is 5.5 days/week for the first 6 months, but will be adjusted to 5 days/week after that.
Responsibilities:
Sourcing, comparison and review of terms and conditions, quotations and quality of materials or services rendered by subcontractors.
Provide cost estimate for construction related projects.
Conduct negotiations with suppliers
Perform vendor assessment and qualification
Executes project procurement plan to ensure that all awarded orders are technically and commercially procured at best value in a timely and accurate manner
Creation of new vendors
Perform Due Diligence checks on major/preferred vendors
Submission of Quarterly PIC Report (Procurement Information Center Report)
Develop and Implement Supply Chain Strategy & Governance Policy
Lead all supply chain activities.
Optimize & Control the Procurement-related procedure & databases, administrative support and modules in ERP system including submitting of reports.
Carry out surveillance of procurement activities to ensure compliance with control procedures.
Lead team to prepare tender documents, coordination of tender process and evaluation of tenders.
Ensure team complied to all HSE/CRS/information security related policies, procedures.
Support Category management to manage some of the regional category strategy and synergies.
Requirements:
Diploma or Degree in Supply Chain Management, Procurement, Quantity Surveying, Engineering, Business Administration, or a related discipline.
Relevant procurement experience in construction, engineering, infrastructure, energy, or project-based environments preferred.
Strong negotiation and supplier management skills
Knowledge of procurement and tendering processes
Ability to perform cost analysis and commercial evaluations
Familiarity with ERP systems and procurement databases
Strong analytical and organizational capabilities; good communication and stakeholder management skills
Proficiency in Microsoft Office applications.
Understanding of procurement governance, supply chain management, vendor qualification and due diligence processes, contract administration, tender management, and project procurement methodologies.
Awareness of HSE, compliance, and information security requirements within industrial and project environments.
