The Manager, SkillsFuture Advice (SFA) Support will support the planning, coordination, monitoring and delivery of SkillsFuture Advice initiatives across the Community Development Council (CDC) teams. The role will help strengthen operational governance, data tracking, reporting, partner coordination and content support to ensure consistent programme delivery, achievement of KPIs and timely escalation of issues.
This is a 1-year temporary role to provide additional capacity for programme operations, reporting and implementation support during a period of increased service delivery demands and ongoing programme enhancements.
Key Responsibilities
1. Programme Coordination and Delivery Support
- Support the coordination of SkillsFuture Advice workshops and related initiatives across the CDC teams.
- Work with internal teams and CDC counterparts to track programme delivery progress, workshop pipelines, attendance, conversion and follow-up actions.
- Assist in consolidating district-level updates, operational issues and implementation risks for management review.
- Support the rollout of new or enhanced SFA initiatives, including occupation-specific workshops, targeted outreach efforts and partner-led engagements.
2. Data Tracking, Reporting and Insights
- Maintain and update SFA programme data, including workshop reach, attendance, participant profiles, satisfaction, conversion and other key indicators.
- Prepare regular monthly and quarterly reports for internal management, Skills & Workforce Development Agency (SWDA) and other stakeholders where required.
- Analyse operational data to identify trends, service gaps, underperforming areas and opportunities for improvement.
- Ensure data accuracy, completeness and timely submission across teams.
3. Stakeholder and Partner Coordination
- Coordinate with CDC teams, internal HQ teams, government agencies, community partners and training partners to support programme delivery.
- Assist in preparing briefing materials, meeting notes, follow-up actions and updates for stakeholder meetings.
- Support partner engagement efforts to increase outreach to target segments, including mid-career workers, lower-wage workers, underserved groups and community-based audiences.
4. Content and Materials Support
- Support the development and updating of SFA workshop materials, briefing decks, FAQs, operational guides and partner engagement materials.
- Work with subject matter leads to ensure materials remain relevant, clear and aligned with programme objectives.
- Assist in preparing communication materials for internal updates, partner briefings and management reporting.
5. Governance, Issue Tracking and Process Improvement
- Maintain trackers for workstreams, deliverables, risks, issues and follow-up actions.
- Support the documentation of standard operating procedures, workflows and delivery guidelines.
- Identify areas where operational processes can be streamlined, automated or better coordinated across teams.
- Support HQ in ensuring consistent delivery standards across districts.
Requirements
- Degree or diploma in any discipline, preferably in business, social sciences, communications, public policy, education, training, workforce development or related fields.
- At least 3 to 5 years of relevant experience in programme coordination, operations, stakeholder management, reporting or public-sector project support.
- Strong coordination and follow-through skills, with the ability to manage multiple workstreams and deadlines.
- Comfortable working with data, reports and dashboards; proficiency in Excel and PowerPoint is required.
- Good writing and communication skills, with the ability to prepare clear updates, reports and meeting materials.
- Able to work with multiple stakeholders across HQ, frontline teams and external partners.
- Prior experience in skills training, workforce development, community outreach or government-funded programmes would be an advantage.
