Fleet Safety & Training Officer
About this job
To support the Quality & HSE Excellence function in delivering organization Group’s HSSEQA objectives by leading the development, implementation, and continuous improvement of HSE excellence frameworks, with a strong focus on human element, investigation governance, occupational health, and system optimization, in alignment with company standards, and clients' requirements, and relevant regulatory frameworks.
To plan, coordinate, and drive HSE initiatives and programme across fleet and shore operations, ensuring effective integration into operational practices, strengthening risk management, enhancing reporting and compliance, and promoting a proactive and generative safety culture to prevent incidents, injuries, and environmental impacts.
Internal Audits
- Conduct of Internal audit as required by the ISM code ISPS Code, MLC and ISO Standards.
- Evaluate the safety preparedness of the vessel and Compliance with company SMS and proper record keeping.
- Prepare internal Audit report as per company format. Carry as required Navigation, Engineering, Cargo, Mooring and Bunker audits.
- Assessment of Shipboard Management Team (SMART) & prepare vessels condition report.
- Support vessel readiness on SIRE 2.0 & evaluating basis Sire 2.0 Questionnaire.
- Verify compliance to HSSE onboard. Drive company initiatives and verify effectiveness.
- Function as safety coach by conducting coaching / compliance to HSE onboard.
- Conduct training of staff on board on the findings of Internal Audit and inspection and on specific gaps of crew with regards to Company’s SMS.
- BCAV Verification onboard and re-enforce the leadership for Senior Officers.
- Emergency Relief Operations for Sea staff in their ranks (where applicable).
- Check on compliance of TMSA elements as applicable onboard
- Conduct internal audits of office departments
- Assist in facilitating vetting inspections and supporting post incident onboarding on fleet vessels as and when required.
- Assist with office TMSA and 3rd party Audits preparation.
TRAINING
- Training on SMS to be conducted to ship staff during the course of audit. Specific training on gaps and Non conformances to SMS observed during the audit are to be given to the responsible staff.
- Monitor compliance with company training platforms and provide company specific requirement training during the assignment.
- Training focused on core, value added and soft skills building.
- Coach and verify the effectiveness of the company initiatives.
- Training of ship staff on recent trends in the industry and new regulations being implemented
- Training ship staff in incidents and accidents with the company and industry
- Conduct coaching / compliance to HSE onboard
- BCAV implementation and verification
- Reinforce the leadership for Senior Officers focusing on consistent HSE communication, role modelling and team excellence.
- Onboard Buddy System verification.
INCIDENT INVESTIGATION
- Support with post incident onboarding on fleet vessels as and when required.
- Support and conduct of incident investigation as and when required
VETTING & ASSURANCE
- Assist Vetting and Assurance team to facilitate smooth vetting inspections on board fleet vessels. Conduct pre vetting inspections and assisting vessels to close out the gaps and prepare the vessel for vetting inspection and in preparation for Audits.
- Assist in TMSA verifications onboard vessels during audits and support during office TMSA as and when required.
EMERGENCY RELIEF OPERATION
- In case of any emergency relief requirement appears in the fleet & where HR Sea could not arrange sea staff at such short notices, FSTO auditors are to assist in relieving the sea staff in their rank. However, he will be relieved by a proper Sea staff at next possible port.
