Role Summary:
An experienced Applications Project Manager (PM) to deliver mission-critical, government-related IT application projects from project initiation through deployment and operational handover (Day 1 / Day 2). This role is for a hands-on delivery PM who owns outcomes, not a PMO or coordination-only profile
Primary Responsibilities:
- Manage end-to-end delivery of government application projects, including planning, execution, deployment, and post-go-live (Day 2) support.
- Act as the primary interface with government customers and internal stakeholders.
- Accountable for schedule, scope, risks, issues, and delivery outcomes.
- Own deployment planning, cutover activities, and operational readiness.
- Prepare and present clear project status, risk, and progress reports to management and customers.
- Lead cross-functional technical teams and partners in a regulated government environment.
- Deliver projects under tight timelines and regulatory constraints.
Requirements:
- Singapore Citizen or Cat 2 security cleared by Singapore Government Agencies.
- Degree in Engineering (Computer / Telecommunication), Computer Science, Information Technology, or equivalent.
- At least 8 years of relevant work experience.
- 3+ years of proven experience in delivering government-related IT applications projects as Project Manager.
- Demonstrated experience managing project teams (5 or more).
- Demonstrated ownership of project delivery outcomes (not PMO or reporting-only roles).
- Technical experience in following (Advantageous) : (a) J2EE-based application solutions and development; (b) WebSphere / WebLogic Application Servers; (c) Oracle and/or MSSQL Database Servers.
- Domain Knowledge in following (Advantageous) : (i) National ID systems; (ii) E-Passports; (iii) Biometrics; (iv) Smart Cards; (v) Immigration Clearance Systems / Gates
- Certifications in following (Advantageous) : (A) CITPM, PMP, PRINCE2; (B) Agile-related certifications (e.g. Certified Scrum Master) with practical delivery experience
- Strong written and verbal communication skills for customer and management reporting.
- Strong stakeholder and management skills.
- Good interpersonal skills with the ability to build effective working relationships.
- Self-motivated, structured, and delivery-focused.
- Able to work independently while managing multiple priorities in complex environments.
