About the Role
We are seeking an experienced HSE Manager to oversee workplace safety, health, security, and environmental management for a construction project in Singapore. The role will establish HSE systems, ensure regulatory compliance, and promote a strong safety culture across the project site.
Job Scope
Manage all site activities relating to health, safety, security, and environmental compliance.
Develop and implement the project HSE execution plan, procedures, control measures, and performance standards.
Assess subcontractors’ HSE capabilities and monitor their compliance throughout project execution.
Conduct HSE induction, training, toolbox briefings, and awareness programmes for employees and subcontractors.
Organise HSE meetings, workplace inspections, behavioural observations, and compliance audits.
Record safety violations and environmental non-compliance, recommend corrective actions, and follow up until closure.
Work with construction teams to prepare safe work procedures and method statements for high-risk activities.
Liaise with clients, main contractors, subcontractors, suppliers, and regulatory authorities on HSE matters.
Monitor HSE records, incident trends, performance indicators, and improvement plans.
Lead investigations into accidents, incidents, and near misses, and prepare detailed investigation reports.
Maintain documentation for regulatory, client, and management-system audits.
Perform other HSE-related duties assigned by the Project Manager.
Requirements
Bachelor’s degree in Workplace Safety and Health, Environmental Management, Engineering, Construction, or a related discipline.
Minimum 8 years of relevant HSE or construction-site management experience.
At least 5 years of experience supporting pharmaceutical, chemical, food-processing, or similarly regulated industrial projects.
Strong knowledge of Singapore WSH, environmental, security, and construction-site regulatory requirements.
Familiar with risk assessments, high-risk work controls, incident investigation, emergency response, and subcontractor safety management.
Knowledge of bizSAFE, WSH management systems, ISO 14001, ISO 45001, GGBS, or related frameworks is advantageous.
Relevant WSH or safety-management certification recognised in Singapore.
Strong leadership, communication, planning, reporting, and decision-making skills.
Proficient in Microsoft Office applications.
