Position Overview

We are seeking an experienced, visionary and values-driven Chief Executive Officer (CEO) to lead KKCS into its next phase of growth, impact and organisational development.

Reporting to the Chairman, the CEO is the chief executive and strategic leader of KKCS, responsible for providing organisational direction, stewardship of resources and overall accountability for mission outcomes. The CEO translates KKCS’s vision into sustainable and impactful programmes that improve the lives of individuals, families and communities.

As the enterprise leader of KKCS, the CEO provides strategic leadership, governance oversight and organisational stewardship, while empowering the Executive Leadership Team to manage day-to-day operations and service delivery. The CEO will lead organisational growth, innovation and sustainability, ensuring KKCS remains responsive to evolving community needs, policy developments and opportunities for collaboration and sector leadership.

This role succeeds the current Executive Director position and reflects the increasing scale and complexity of the organisation.

Key Duties & Responsibilities

1. Strategic Leadership

  • Provide visionary leadership to advance KKCS’s mission, values and long-term strategic goals.
  • Lead organizational strategy, business planning and transformation initiatives.
  • Anticipate emerging social trends, policy developments and community needs, translating them into strategic priorities and service responses.
  • Drive programme innovation, service integration, strategic partnerships and organizational growth.
  • Position KKCS as a key contributor to sector developments, regional collaborations and integrated service delivery models.
  • Foster a culture of innovation, accountability, continuous learning and organizational excellence.

2. Organizational Leadership & Governance

  • Partner with the Management Committee and sub-committees to ensure effective governance and stewardship.
  • Advise the Management Committee on strategy, performance, risk, sustainability and sector developments.
  • Lead and develop the Executive Leadership Team, ensuring alignment, accountability and effective delegation.
  • Establish governance and management structures that balance strategic oversight with operational autonomy.
  • Ensure compliance with regulatory, funding and governance requirements.
  • Strengthen organizational values, leadership capability, succession planning and long-term sustainability.

3. Service Excellence & Impact

  • Ensure strong governance, professional practice, service quality and risk management frameworks.
  • Provide strategic oversight of programme delivery, evaluation and organizational performance.
  • Champion client-centred practice, quality assurance and continuous service improvement.
  • Strengthen data-driven evaluation and evidence-based decision-making.
  • Drive service innovation and scalable models that improve client outcomes and community impact.
  • Ensure services remain responsive to changing community needs, demographic trends and national priorities.

4. Financial Stewardship & Philanthropic Leadership

  • Lead KKCS’s long-term financial sustainability and philanthropic growth strategies.
  • Diversify revenue through government funding, philanthropy, partnerships, grants, fundraising and sponsorships.
  • Build and steward relationships with donors, foundations, corporates and funding partners.
  • Promote a culture of philanthropy and stakeholder engagement.
  • Ensure financial resources are strategically allocated to maximize mission impact and organizational sustainability.

5. People & Culture

  • Build and lead a high-performing Executive Leadership Team.
  • Foster an engaged, inclusive and values-driven organizational culture.
  • Champion talent development, workforce sustainability and succession planning.
  • Strengthen leadership capability and cross-functional collaboration.
  • Promote continuous learning, innovation, accountability and service excellence.

6. Stakeholder Engagement & Sector Leadership

  • Serve as KKCS’s chief ambassador and public representative.
  • Build and maintain strong relationships with government agencies, funders, donors, corporates, volunteers and community partners.
  • Foster strategic partnerships that strengthen service integration, resource sharing and collective impact.
  • Represent KKCS in sector platforms, policy discussions and collaborative initiatives.
  • Enhance KKCS’s reputation, influence and contribution to sector development and social impact.

Requirements

Qualifications

  1. Degree or postgraduate qualification in Social Work, Psychology, Counselling, Public Administration, Business, Management, or a related discipline.
  2. Postgraduate qualifications in leadership, management, governance, or organizational development will be advantageous.

Experience

  1. At least 12–15 years of senior leadership experience, preferably within the social service, healthcare, community, public or non-profit sectors.
  2. Demonstrated experience leading organizations through growth, transformation and change.
  3. Proven track record in strategic planning, organizational development, governance and stakeholder management.
  4. Strong financial management, business planning and resource stewardship capabilities.
  5. Experience managing complex multi-stakeholder environments involving government agencies, community partners and funders.
  6. Experience working with Boards, Management Committees or other governing bodies is highly desirable.
  7. Familiarity with Singapore's social service ecosystem, funding landscape and regulatory environment will be an advantage.
